RESPONSES TO REQUESTS FOR INFORMATION:

Mueller Construction and Management Company dba Mueller Construction Company

Question 1: Is the full courtroom AV/evidence-presentation system (Q-SYS DSP, judge/witness mics, height-adjustable podium, floor boxes) part of this Contractor's scope, or a separate County-procured AV integrator contract? The drawings show a complete engineered system, but the narrative Scope of Work doesn't mention it.

Response: Yes, New A/V System is part of the contractor’s scope of work and the installation shall be performed by an A/V Subcontractor; ED+A concurs with response.

Question 2: Door 01 (“141A”) is scheduled at 3'-0"×3'-6" and called out as a “gate w/ lever hardware” — please confirm this is the bench swing gate and not a typo for a full-height door.

Response: Door 141A is a Built-In Casework Gate with Door Hardware not a full-height door.

Question 3: Please confirm the Vestibule (1410) floor area — it isn't dimensioned on the Life Safety

Plan but is called out for new carpet tile on the Finish Schedule.

Response: Vestibule 1410 Shall receive new Carpet per the Room Finish Schedule.

Question 4: Is a current asbestos survey available for the areas being demolished, or is the

Contractor responsible for testing prior to demolition per the D-1 note?

Response: An asbestos survey was completed in 1997. All ACM identified in the report that was within the work area has been removed (floor tile, duct mastic). An updated survey is not available. During construction, if suspect ACM is identified, contractor is to notify County who will complete abatement under separate contract.

Question 5: On sheet E-1, Partial Power Plan it shows the new DATA jacks, but it does not show how many ports are required for each Jack.

Response: Electrical contractor responsible for rough-in and pathway only. Jacks and cabling provide by OTI (formerly ISS) low voltage vendor. For reference though, typically 2 jacks per data outlet.

Question 6: Duct pressure class; What static pressure class governs fabrication of the new ductwork

- 1" w.g. or 2" w.g.? Sheet M-0, General Note 13 states all new ductwork shall be 1" w.g. construction, while the HVAC Duct Construction Standards note on sheet M-3, Detail 01 states 3" w.g. upstream of VAV boxes, 2" w.g. downstream of VAV boxes and 2" w.g. for low-pressure ductwork. All new ductwork in this scope is downstream of the existing VAV.

Response: SMACNA duct pressure classes based on operating pressure are: 1/2", 1", 2", 3", 4", 6", and 10". Each duct system shall be constructed for the specific duct pressure class shown on plans. Where no pressure class is specified for constant volume systems, 1" w.g. pressure class is the basis of compliance with the SMACNA standards regardless of velocity. Where no pressure class is specified for variable volume systems, 2" w.g.

pressure class is the basis of compliance with the SMACNA standards for ductwork upstream of vav boxes. All ductwork shall be sealed to SMACNA "HVAC Duct Construction Standards" for its pressure class sealing methods. Sheets M-0 & Detail on sheet M-3 have been updated to reflect the same.

Question 7: External duct insulation thickness; Is the required external duct wrap 1-1/2" (R-6.0) or

2"? Sheet M-0, General Notes 14 and 16 call for 1-1/2" fiberglass insulation with installed minimum R-value of 6.0; sheet M-3, Detail 03 calls for 2" wrap insulation, including over the ceiling diffusers.

Response: Insulation values on sheet M-3/Detail #3 have been updated with 1-1/2” insulation as shown on sheet M-0.

Question 8: Maximum flexible duct length; What is the maximum permitted length of flexible run-outs to the diffusers? Three limits appear in the documents: 4'-0" (M-0, Note 15), 3'-0" (M-0, Note 16) and 8 feet (M-3, Detail 03).

Response: Maximum flexible duct length is typically 4-6 feet. The 8 feet noted is to accommodate for run-outs to the diffusers. Flexible duct lengths have been updated to reflect 8’ on sheets M-0 (noted 15 & 16) & M-3, detail 3.

Question 9: Price Prodigy PPD diffusers - power, control wiring and commissioning; Who furnishes and installs the 24 VAC power supply, transformers (TR115/TR240/TR277 or PPM power module) and the master-to-drone interconnect cables (NETC35, RJ-12) for the Price Prodigy PPD motorized VAV diffusers shown on sheet M-2? Is the optional BACnet MS/TP network interface required, and if so, who performs the BAS integration and commissioning of these devices? No power distribution or control wiring for these devices is shown on the mechanical sheets, and the specification set contains no DDC section (230923) and no sequence of operations (230993).

Response: TR115 24V Control transformers are to be provided with the equipment. Refer to updated drawings. The Prodigy Diffusers are provided with CAT5 cables for BACnet MS/TP network interface integration. Refer to updated sheet M-2. Mechanical controls vendor responsible for providing 24V from building E.M.S. Full shop drawings to be provided by vendor during submittal review process.

Question 10: Diffuser quantities; Please confirm the total quantity of SD-1A diffusers on Level One.

Sheet M-1 shows the callouts "(TYP. 6)" and "(TYP. 7)" - is the intent 13 diffusers total at 140 CFM each? No diffuser quantity schedule is provided.

Response: Diffuser quantities are noted on the plans as stated “(TYP.6)” & “(TYP.7)” respectively. CFMs are to be balanced to 135 CFM. Refer to sheet M-1.

Question 11: Reflected ceiling plan for coordination; Please issue the current architectural reflected ceiling plan for the areas of work, so diffuser and grille locations can be coordinated with the new ceiling layout as required by M-0, General Notes 11 and 12 and by Note 1 of the Air Terminal Schedule. Several branches are shown with "offset branch up/down for ceiling height adjustment."

Response: All necessary information is detailed on the drawings. Please refer to drawings 1/D-1, 1/A-2, and 1/A-4.

Question 12: Can We use the elevator for materials?

Response: One elevator may be used for materials and construction debris transport, provided that the contractor protects the elevator interior (walls, floors, ceiling, doors) from damage.

Any damage to the elevator will be the contractor’s responsibility to have repaired by the County’s elevator contractor

Caliste Construction LLC

Question 13: Please provide all bid docs and specification to successfully bid for his project?

Response: Refer to Exhibits 1 & 2 link in IFQ for bid documents and specifications, non-disclosure agreement must also be signed.

Question 14: Does this project have small business measures if so, what are they and do they have to come from the PB directory?

Response: Yes, the Affirmative Procurement Initiative for this project has a minimum mandatory

Small Business Enterprise contracting goal of 25%. The Prime Contractor must be qualified under the Annual Contract – Minor Construction Services, all sub-contractors must be registered through the Vendor Self Service website. Refer to IFQ page 16 for API goal and page 2 for qualification requirements.

Question 15: Can we deliver bid submittal electronically?

Response: No, the sealed bid must be delivered to the address on IFQ page 2 by the deadline of

10/1/2026 2:00 p.m.

Question 16: Is there an estimated budget for this project?

Response: The estimated budget for this project has not been fully determined at this time.

Perez-Borroto Construction LLC dba TrueBuild Group

Question 17: I did not see an estimated contract value listed for IFQ No. 2024-023694. Can you please confirm the estimated construction budget or anticipated contract amount for this project?

Response: The estimated budget for this project has not been fully determined at this time.

Question 18: On the bid drawings for Courtroom 2, Demolition Plan D-1, Detail 3 appears to indicate removal of flooring throughout certain areas. Can you please clarify whether all existing flooring within the Courtroom 2 renovation area is to be removed and replaced with the proposed carpet tile, or only the areas specifically indicated on the plans?

Response: All flooring at Courtroom 2 to be removed.

Question 19: Also in Courtroom 2, the plans indicate removal of the countertop while protecting the existing millwork. However, D-1, Detail 7 shows a trench/cutout in the slab for electrical work. It appears that a portion of the existing millwork may need to be removed to provide access to the slab for this work. Please confirm whether the affected millwork is to be temporarily removed and reinstalled, or if another method is intended.

Response: Contractor to determine means and methods of construction in accordance with the contract documents and field conditions.

Question 20: Drawing sheets ED-1 and E-1 indicate that the existing speakers is to be removed and reinstalled. However, sheets AV-1 and AV-2 recommend installing new speakers, while also noting there are 7 existing speakers available to reuse. Additionally, the AV- 1 floor legend calls for new speakers. Please clarify the exact scope of work: are we to reuse the existing speakers, or provide and install new ones?.

Response: Install new speakers specified close to positions shown in AV-2. The new speaker throw is very narrow and will help mitigate reflections off the parameter walls and away from the microphones in the room. This will promote better speech intelligibility and less ambient reflections which will stand out in proceeding recordings. The total number of new speakers = 11 and covers the 6 zones indicated in AV-3. We recommend the old speakers are tested and stowed for like replacement needs elsewhere in the building if desired.

Question 21: Sheet AV-1 (AV Floor Plan, note 5) calls out proposed new MX412/S & A412B microphones. However, sheet AV-3 (AV Systems One-Line Schematic) shows MX415 and AM-1B/COUNTR microphones instead. Please clarify which microphone models are to be provided and installed for this project.

Response: All microphones are MX412/s and bases are A412B. Please see revised AV sheets and

AV Spec attachments included in this addendum.
