About this file
This is a Technical Specifications document for Palm Beach County's Inshore Annual Construction (Federalized) project (2021ERM02), which involves estuarine habitat restoration work in the Lake Worth Lagoon. The project scope encompasses supplying, loading, transporting, and installing materials to restore inshore habitats including seagrass, mangrove, oyster, and artificial reef structures in Palm Beach County's estuarine waters. Primary deliverables include shallow dredging, installation of limestone stone in various sizes (armor stone, riprap, bedding stone, and course aggregate), loose shell placement, sand placement, filter fabric installation, and warning sign installation. Anticipated work orders under the initial two-year contract term include completion of Tarpon Cove Phase II Restoration and Monceaux Living Shoreline projects located in the Lake Worth Lagoon between the Royal Park Boulevard Bridge and Southern Boulevard Bridge. The contractor must commence mobilization within fifteen calendar days of the Notice to Proceed and complete work within timeframes specified in individual work orders. Construction activities are limited to daylight hours only, defined as 30 minutes after sunrise to 30 minutes before sunset.
The contract employs a unit-cost bidding structure with a base bid of $370,880 and two optional mobilization approaches: Option No. 1 (Contractor-selected staging area) at $8,921,843 or Option No. 2 (Florida Inland Navigation District staging area) at $7,211,650.40, with the contract price comprising the base bid plus one selected option. The county retains discretionary authority to issue work orders based on unit costs in the bid schedule, with quantities determined on a work-order basis; work orders shall not exceed the total contract price. The contractor must provide all labor, materials, equipment, and services necessary to complete the scope of work and is responsible for environmental protection, turbidity control and monitoring, quality assurance, safety compliance, and all permitting requirements. Detailed submittals required include environmental protection and pollution prevention plans, quality assurance plans, safety plans, operations plans, construction surveys, and daily quality control reports, with all turbidity monitoring reports required before progress payment applications are accepted. Material testing and certifications from Florida licensed professional engineers or geologists are mandatory for all stone, sand, and filter fabric sources prior to delivery to staging areas.

1. GENERAL REQUIREMENTS
This section is made for the explanation and guidance of the work outlined by the contract documents. The omission of reference of any required work by the CONTRACTOR to comply with Federal, State or Local Regulatory Agencies shall not however, alter the intent of the Bid Form, or relieve the CONTRACTOR of the necessity or complying with or furnishing such, a part of the Contract.
1.1 SCOPE OF WORK
The intent of the work is the restore inshore estuarine habitats including seagrass, mangrove, oyster, or artificial reef in the estuarine waters of Palm Beach County. The work entails supplying, loading, transporting, installing, and combinations thereof materials to project areas within the estuarine waters of Palm Beach County as designated by the County under specific work orders.
Work Order(s) issued under the Contract will be based on unit costs cited in the Bid Schedule and project quantities to be determined by the COUNTY on a Work Order basis.
Bidders shall furnish all labor, materials, equipment, and services necessary to complete the scope of work outlined in these specifications. Work Orders issued under the contract shall not exceed the contract price.
Work Order issuance is contingent on site conditions, project schedule, concurrent work, availability of materials of opportunity, grant funding, and agency permitting among other considerations. The County reserves the right after contract award prior to Work Order issuance to include and exclude line items and to decrease and increase quantities included in Work Orders. Assignment of Work Orders shall be at the sole discretion of the COUNTY and the COUNTY does not expressly or by implication agree that the actual quantity of work to be performed by the CONTRACTOR or during the contract term will correspond with the Bid Schedule.
Anticipated Work Orders under the initial two-year Contract term include work to complete the Tarpon Cove Phase II Restoration and Monceaux Living Shoreline projects. The Project sites of Tarpon Cove and Monceaux Park are located within the Lake Worth Lagoon, East of South Flagler Drive between the Royal Park Blvd Bridge and Southern Blvd Bridge in West Palm Beach West of the Intracoastal Waterway (ICW) (see Attachment A - Schedule of Estimated Quantities and Attachment F - Contract Plans). The quantities anticipated for the initial two-year contract term are included Bid Schedule for bidding purposes. The COUNTY engineer’s estimate for the work is outlined below.
Base Bid: $370,880.
Option No.1 (CONTRACTOR Staging Area): $8,921,843.00.
Option No.2 (FIND Staging Area): $7,211,650.40.
The Contract Price for evaluating bids shall be the Base Bid plus Option No.1 or the Base Bid plus Option No.2 as selected by the COUNTY.
PROJECT NO. 2021ERM02 TS-4
The Option are for conducting work from a staging area identified by the CONTRACTOR or from the staging area made available by the COUNTY which is owned by the Florida Inland Navigation District (FIND). The Options are intended to provide flexibility at the discretion of the COUNTY in issuing work orders while appropriately compensating the CONTRACTOR for costs implications associated with staging areas.
1.2 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK
The CONTRACTOR shall (a) commence mobilization for each Work Order under this
Contract within fifteen (15) calendar days after the date of issuance of the Notice to Proceed, unless otherwise mutually agreed to in writing by the CONTRACTOR and COUNTY, (b) prosecute the work diligently, and (c) complete all work within the time identified in the specific Work Order.
