About this file

This document provides a risk management plan template and guidance for the Safe Healthcare, Epidemiology, and Prevention Research Development (SHEPheRD) Program contract opportunity with the Centers for Disease Control and Prevention. The template outlines a process for identifying and mitigating risks associated with task orders under the multiple award IDIQ contract. Contractors should document the risk number, likelihood, description, proposed solutions, and estimated schedule and cost impacts. Examples of potential risks include clinical trial sites withdrawing from projects and delays in data analysis. The guidance suggests considering risks to quality, technical approach assumptions, factors outside a contractor's control, and opportunities for time or cost savings.

The related federal contract opportunity notice announces the CDC's intent to solicit proposals for the SHEPheRD Program IDIQ. The estimated $90 million ceiling multiple award contracts will provide scientific, technical, and management support over a five-year base period. Interested parties should monitor the FedBizOpps website for the full solicitation anticipated for release on December 1, 2020. The work involves healthcare epidemiology research under NAICS codes for management consulting, scientific R&D, biotechnology, veterinary services, colleges and universities, kidney dialysis, hospitals, and nursing care facilities.

Risk Management Plan (Template) SHEPheRD 2016-2021

Updated 9/2017

Purpose: Template for vendors to use in developing their risk management plan for response to SHEPheRD task orders. Proposals will be evaluated based on standard duration Program Evaluation and Review Technique (PERT) and risk realism analysis. If task order is awarded, vendor’s project manager will review and update the list during progress calls with the CDC COR and SME/s.

Instructions:

1. Identify the risk

2. Determine the likelihood the risk will occur.

3. List one or more solutions to each risk.

4. Indicate any change in the deliverable schedule as a result of implementing the solution.

5. Indicate any cost savings or run overs as a result of implementing the solution. (Not relevant for Firm Fixed Price contracts)

Definitions:

• Risk #: Please label the risk according to the related task/s in the RFTOP.

• Likelihood: Probability score o 5 Very High: 80-90% probable; 4 High: 61-80% probable; 3 Medium: 41-60% probable; 2 Low: 21-40% probable; 1-Low: 1-20% probable.

• Description: “Because of….an ‘event’ may happen…resulting in ….”

• Solution: List solutions in order of complexity to implement.

• Schedule Variance: Calculate the variance in schedule as a result of the risk event occurring and applying the solution.

• Costs Variance: Calculate the variance in schedule as a result of the risk event occurring and applying the solution.

Some questions to ask when developing risk:

• What may cause this project to fail?

• Will this risk and proposed solution effect the quality of deliverables?

• Have we identified risks inherent to the technical approach of the project? Are the risk identified specific and tailored to this project?

• What assumptions did we make when developing the project approach? Is the project approach based on any ‘unknowns’ that could pose a risk?

• Are there any risks to the project that are out of our control (i.e. staff turnover, facility disengagement, variance in product supply, etc.)?

• Have you built time into the project timeline and deliverable schedule to buffer the most probable delays?

• Have you listed possible ‘opportunities’ to save time or balance possible delays?

1.1 5 Committed facilities have to back out of the project for undisclosed reason.

Risk tolerance of +/-2 sites has been planned into the project. There will be no change to deliverables if up to 2 sites back out.

None None

2.3.1 2 Data manager for Task 2.3 requires specialized skills. Additional time and budget may be needed to cover the costs of hiring/replacement.

We shall keep an active list of available candidates.

≤2 months ≤$2,000.00

5.1 3 Analyses of samples from off-site microbiology lab may delay the deliverable of the final report to CDC

Samples will be delivered to the lab directly from facilities using pre-paid postage. This will save time and travel costs for the research coordinator who is in charge of multiple facilities.
