USIBWC Agency Wide Physical Security Assessment - 20214361033 Questions and Answers

Q01. Rather than trouble you for additional site visits, we would like to inquire if there have been any major facility renovations in the last 3 years?

A01. There have been major facility renovations as shown below:

1) Falcon Dam- new administrative building (within 5 years)

2) Amistad Dam- new administrative building (within 5 years)

3) SBIWTP- new administrative building (within 5 years)

4) SBIWTP- new security system installed (within 5 years)

5) NIWTP- new security system installed (within 5 years)

6) Las Cruces Field Office- new security system installed (within 5 years)

7) American Dam- new security system installed (within 5 years)

8) Fort Hancock- new security system installed (within 5 years)

9) Anzalduas Dam- new security system installed (within 5 years)

10) Retamal Dam- new security system installed (within 5 years)

11) Mercedes Field Office- new security system installed (within 5 years)

12) Amistad Dam- upgrade to security system currently being installed

13) Falcon Dam- upgrade to fencing and lighting currently being installed

14) Headquarters- new security system installed (within 5 years)

15) Yuma Field Office- new security system will be installed within 12 months.

16) Presidio Field Office- new security system will be installed within the next 18 months.

Q02. So this isn't just for a vulnerability study and security assessment for a future RFP? This emcompasses a vulnerability study, security assessment and the RFP? The future winning bidder will receive the potential PO to accomplish and mitigate said vulnerabilities and security gaps identified?

A02. No. The intent is to conduct a vulnerability assessment of each facility in accordance with ISC standards. We need to conduct assessments periodically. This includes Facility Security Level (FSL) determinations, baseline level of protection (LOP), achievable LOP, and recommendations for future security measures to be employed. Any recommendations identified during this assessment will be considered and a future project may be advertised for a bid. There is NO guarantee that the vendor that conducts this assessment will be given a contract for the future work.

Q03. We noticed there is a 2-3 page limit for the technical approach and are curious if that includes resumes and project sheets? Is there a page limit for any other sections or for the proposal in total?

A03. No, resumes, and project sheets are not part of the limit. The reason for the limit on the technical approach is that we want to be able to easily review what you intend to do.

Q04. On page 2 of the solicitation document it states, “A site visit may be scheduled by contacting Aaron Haynes at…”

Is there a requirement for a pre-submission meeting at an IBWC facility? I wasn’t following why a site visit might need to be arranged other than for that reason.

A04. No. A site visit is only necessary if the vendor feels that they need to see the ground.

However, if a vendor decides to conduct site visits it would take a considerable amount of time since the facilities are spread out over the entire southern border.

Q05. On page 8 and 9, the IBWC references a performance and payment bond. Because this is not a construction contract, can you confirm that this requirement is needed?

A05. The other than construction clause for performance and payment bonds was used, therefore the bonds are required. Bid bonds are only for constructions.
