Draft Invitation for Bids (IFB) No. 72044021B00001 USAID Civil Works for Dioxin Remediation at Bien Hoa Airbase Area – Phase 1
SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 TITLE
The title of the contract is “USAID Civil Works for Dioxin Remediation at Bien Hoa Airbase Area – Phase I” or “Civil Works - Phase I.” The abbreviation is only authorized for internal use and is not the official branding/marking of the Contract.
C.2 BACKGROUND
The Dioxin Remediation at Bien Hoa Airbase Area Project (the Project) is one of the highest priority United States Government (USG) activities in Vietnam. In 2016, USAID collaborated with the Government of Vietnam (GVN) to prepare a report titled "Environmental Assessment of Dioxin Contamination at Bien Hoa Airbase". Then, in a Memorandum of Intent (MOI) signed on January 23, 2018, USAID and the Vietnam Military Science Department confirmed “their mutual desire to cooperate on efforts to remediate dioxin contamination at the Bien Hoa Airbase area, Vietnam.”
This MOI helped launch preparation of a Masterplan for the Dioxin Remediation at Bien Hoa Airbase Area Project.
Finalized in December 2020, the Masterplan presents a comprehensive 10-year plan to remediate dioxin at the Bien Hoa Airbase area. The electronic version of the Masterplan is published on USAID’s Development Experience Clearinghouse at https://pdf.usaid.gov/pdf_docs/PA00XF4J.pdf. The Masterplan divides Project activities into two five-year phases. Project Phase I activities include:

The Work Components of this Contract include, but are not limited to, the following brief description of improvements.
The COR will provide final designs for Work Components as available and as noted below. See C.13 Work Sequencing for illustrative scheduling of the Work Components by Contract Year.
WORK COMPONENT 1 - Treatment Area: The Contractor must deliver the following components of the treatment area. See Attachment J.4 Preliminary Civil Works Treatment Area Design. The final design for the Treatment Area will be provided to the Contractor with the Notice to Proceed (NTP). The Contractor must complete all Treatment Area works during Year 1, before placing Dig and Haul quantities in the PTSA.
● Pre-Treatment Storage Area (PTSA): The Contractor must deliver a complete and operational PTSA for the purpose of staging high concentration material after excavation by the Civil Works - Phase 1 Contractor and before treatment by the Treatment - Phase 1 Contractor. The PTSA covers approximately 30,000 square meters (m2) and is located in the ZT area, on the eastern side of the thermal conductive heating (TCH) treatment plant (to be constructed by the Treatment – Phase 1 Contractor). To complete this component, at a minimum, the Contractor must:
− Clear and chip site vegetation and haul to the LTSA.
− Remove topsoil and haul to the LTSA.
− Construct detention ponds for PTSA runoff and piping to treatment area drainage.
− Prepare the base of the storage area.
− Construct perimeter berm.
− Install double-sided textured HDPE liner.
− Install non-woven geotextile.
− Install sumps, piping, pump station, access points, and all ancillary items.
● Drainage: The Contractor must deliver the necessary infrastructure to drain water from the treatment area and remove it from the site. To complete this component, at a minimum, the Contractor must:
− Clear and chip site vegetation and haul to the LTSA.
− Grade work areas to drain to the perimeter.
− Reroute any existing flows through the site to the perimeter drain system.
− Improve the existing system of channels and culverts connecting to the pond located south of the treatment area.
− Construct a drainage system of channels and culverts around the perimeter of the site.
− Drainage system must be constructed prior to construction of the PTSA and be ready to accept flows from the treatment area.
● Fencing and Guard Shacks: The Contractor must install temporary steel sheet fencing around the treatment site, two guard shacks at access points to the site and one guard shack at the northeast corner of the temporary steel fencing, and complete all associated work including access gate installation.
● Access Roads: Construct concrete access roads within the Treatment Area. See roadway requirements in Work Component 3 below.
● Site Restoration: See General Work Requirements.
Draft Invitation for Bids (IFB) No. 72044021B00001 USAID Civil Works for Dioxin Remediation at Bien Hoa Airbase Area – Phase 1
WORK COMPONENT 2 - Dig and Haul: The Contractor must excavate high and low concentration dioxin-contaminated materials from DUs in the SW, PI, NE, NW, ZT and NF areas of the Airbase and off-base DUs at DONRE-A1, DONRE-A2, PI-12, and PI-15 and transfer to LTSA or PTSA in accordance with the final designs. Dig and haul final designs will include excavation plans and sections indicating DU areas, excavation depth(s), high or low concentration, detail callouts, and relevant notes. Excavated materials must be dewatered before being hauled to storage. Material stored in the LTSA must meet compaction requirements specified in Attachment J.5 Compendium.
The Contractor must also move materials between storage areas as summarized below and move treated material from TMSA to approved backfill areas within the Civil Works - Phase 1 Work areas or an approved stockpile location.
The COR will notify the Contractor when treated TMSA materials can be moved. See Attachment J.6 Decision Units.
The COR will provide the Contractor with final designs for dig and haul on an annual basis before the start of each dry season. The Contractor must commence dig and haul work as soon as the rainy season ends and must complete the annual dig and haul before the start of the next rainy season. The projected timeline for the dig and haul component shown in Table 1. Estimated Annual Volume of Dig and Haul is intended as a guideline for the order of dig and haul of materials. The actual sequence and volume quantities will be based on the final designs provided annually. The estimated annual dig and haul bank volume quantities are based on the Masterplan and additional site characterization performed to date. Estimated quantities of material movement between storage areas are also based on bank volume quantities from dig and haul source DUs. Bank volume quantities are expected to range from approximately 60,000 m3 to 70,000 m3 per dry season, with the exception of Year 1 dry season as illustrated in Table 1. Estimated Annual Volume of Dig and Haul. The Table 1 quantities for Year 1 - 3 dry seasons have been divided between CLIN 1 and CLIN 3. The Year 4 dry season quantity has been divided between CLIN 4 and CLIN 3 to reflect potential quantity adjustments due to final site characterization. Additional excavation in excess of CLIN 1 and CLIN 4 (if exercised) will be implemented upon the CO’s authorization. The price of this excess excavation (CLIN 3) is calculated by the unit price(s) of the number of additional cubic meters of soil or sediment excavated, transported, and stored. The excess quantity must be measured as bank volume, based on pre-and post-excavation topographic surveys.
Additionally, the Treatment – Phase 1 Contractor will place treated material in the TMSA. Once notified by the COR, the Civil Works – Phase 1 Contractor will be required to haul approximately 50,000 m3 of un-compacted treated material from the TMSA and either stockpile in a secured location approved by ADAFC within 10 kilometers from the TMSA or reuse as backfill for the Project, depending on the quality of the treated material. Also dependent on the quality, additional material may be available for reuse as backfill if and when optional Year 4 dry season is exercised.
Given the uncertainty around exact dig and haul quantities from the TMSA and placement, the treated material stockpiling and site restoration backfill for the optional Year 4 dry season are included in CLIN 3. The quantities for unloading, transport, stockpiling or backfill and compaction of treated materials are bank volume quantity estimates from dig and haul source DUs.
● Dig and Haul: To complete this component, at a minimum, the Contractor must:
− Clear and chip above grade vegetation, set aside for later use in site restoration.
− Dewater excavation areas as required.
− Excavate high and low concentration DUs as indicated in the final designs. All low concentration material must be hauled and placed in the LTSA. All high concentration material must be hauled and placed in the
PTSA.
− Gravel, stones, rocks, and boulders greater than or equal to 100 mm in size from low-concentration areas will be placed in the LTSA. Do not place directly on or under geotextile or HDPE liners. Provide a minimum soil cushion of 15 cm between liners and gravel, stones, rocks, and boulders. Gravel, stones, rocks, and boulders greater than or equal to 100 mm in size from high concentration areas must be cleaned and the surface must be tested by the Contractor. Rocks and boulders must be scrubbed if testing shows contamination and retested until clean. Cracked rocks and boulders must be masticated before hauling to PTSA and clean/uncontaminated rocks and boulders must be transported to an approved location on-base.
− Set aside contaminated debris including below-ground stumps and roots encountered during excavation and place them in the same storage area in which surrounding material is specified to be placed. Before moving contaminated debris to the LTSA or PTSA, crush concrete and materials with voids, chip stumps and roots.
Do not place debris directly on or under geotextile or HDPE liners. Provide a minimum soil cushion of 15 cm between liners and debris.
− Unload low concentration material from the LCSA, haul, place, grade, and compact material in the LTSA.
− Unload high concentration material from the HCSA and the HCTS, haul, place, and grade material in PTSA.
− Unload treated material from the TMSA, place and grade in approved stockpile or backfill areas, compact in backfill areas.
− Provide temporary cover on a daily basis consisting of a high-density polyethylene (HDPE) layer, secured by placing a sandbagged soil anchor to provide a continuous seal along the base.
Draft Invitation for Bids (IFB) No. 72044021B00001 USAID Civil Works for Dioxin Remediation at Bien Hoa Airbase Area – Phase 1
● Fencing and Guard Shacks: The Contractor must install movable barrier fencing on-base and temporary steel sheet fencing and access gates off-base around excavation areas as required. Install guard shacks as required and all associated work for fencing and guard shacks. See Attachment J.3 Civil Works – Phase 1 Overview for locations.
