About this file
This is a Technical Rescue Team Agreement between Pinellas County and the City of St. Petersburg for the period from October 1, 2021 to September 30, 2026, with potential for a five-year renewal. The agreement establishes a collaborative Technical Rescue Team (TRT) to respond to complex emergency incidents within Pinellas County. The contract requires the City of St. Petersburg to provide a technical rescue support company comprised of trained personnel who can respond to upgraded technical rescue incidents using appropriate technical rescue vehicles. The agreement covers various technical rescue services including search and rescue operations, confined space rescue, trench and below-grade rescue, high angle rescue, swift water rescue, and medical stabilization of victims.
The county will provide funding up to $183,053 in fiscal year 2021-2022 to reimburse overtime or backfill costs for TRT members completing initial training and continuing education. Pinellas County is responsible for providing and maintaining technical rescue vehicles, equipment, communications systems, and supplies as detailed in Appendix A of the agreement. The county will cover maintenance, fuel, and replacement of vehicles and equipment, while the contractor is responsible for proper use and security of these assets. The agreement includes provisions for training, certification, personnel qualifications, insurance requirements, and establishes protocols for responding to emergency incidents, including mutual aid scenarios both within and outside Pinellas County.
