About this file

This document is a Technical Rescue Team Agreement between Pinellas County and the City of St. Petersburg, effective from October 1, 2021, to September 30, 2026. The agreement establishes a collaborative technical rescue team (TRT) comprising personnel from Clearwater, Largo, Pinellas Park, and St. Petersburg to respond to complex emergency incidents within Pinellas County. The contract requires the cities to provide trained technical rescue technicians who can respond to upgraded technical rescue incidents using appropriate rescue vehicles and equipment. The initial term is five years, with the option to renew for an additional five-year period, subject to mutual written agreement.

The county will provide funding up to $183,053 in fiscal year 2021-2022 to reimburse overtime or backfill costs for TRT members completing initial training and continuing education. The county is responsible for providing and maintaining technical rescue vehicles, equipment, and supplies listed in Appendix A, including various rescue units, trailers, and utility vehicles. The county will also cover maintenance, fuel, communication equipment, and replacement of vehicles and supplies. Each participating city must maintain minimum staffing levels, with Clearwater providing five personnel, Largo two, Pinellas Park two, and St. Petersburg five. The agreement outlines detailed requirements for training, certification, personnel qualifications, and operational procedures for the technical rescue team.
