About this file

This document is a Scope of Work for a contract opportunity issued by the Illinois Department of Natural Resources (IDNR) to provide helicopter flight services for low-level surveys of waterfowl in select regions of Illinois. The contract will require a pilot and helicopter (Robinson R44 or similar) to conduct a series of surveys in southern Illinois (11 surveys), west-central Illinois (8 surveys), and northeast Illinois (8 surveys). The surveys will be flown at or below 500 feet AGL along predetermined routes, with IDNR biologists accompanying the pilot. Flights are typically scheduled for Mondays, with alternate dates available if inclement weather prevents the scheduled flights. The contract will be awarded for a single year, with the potential for renewal.

Pricing will be based on an hourly rate for flight time, including time for refueling and commuting to the survey locations. The vendor must have an active low-level FAA waiver, and the pilot must meet specific experience requirements. Subcontractors are allowed, and IDNR will not be required to pay for surveys cancelled due to weather. Payment will not exceed the contracted amount unless IDNR authorizes a higher amount in writing prior to the vendor performing additional services.

1.1. SUPPLIES AND/OR SERVICES REQUIRED:

The Illinois Department of Natural Resources (IDNR) is accepting bids to provide a pilot and professional helicopter (Robinson R44 or similar four-seat helicopter) services necessary to complete low-level flight operations to determine estimates of waterfowl use on select wetlands in northeast, west-central, and southern regions of Illinois. Multiple contracts may be awarded. Separate bids are required for each survey identified below.

1.1.1 South Survey: Eleven surveys are scheduled. Surveys involve flying at or below 500 feet AGL along a set route over 14 waterfowl areas in southern Illinois (see attached map).

The following locations in southern Illinois are included on each of the 11 surveys: Vandalia Lake (Fayette County), Keck’s Marsh (Fayette County), Carlyle Lake (Fayette and Clinton counties), Ten Mile Creek SFWA (Hamilton County), Rend Lake (Jefferson and Franklin counties), Pyramid SRA (Perry County), DuQuoin (Perry County), Campbell Pond (Jackson County), Burning Star Mine (Jackson County), Cache River (Johnson County), Mermet Lake (Massac County), Horseshoe Lake (Alexander County), Union County FWA (Union County), and Crab Orchard NWR (Williamson County). It is possible that additional locations may be surveyed during the first week of January 2022.

One IDNR biologist, and as many as two or three IDNR biologists, will accompany the pilot on each survey. The pilot will pick up IDNR biologists at the Marion airport. The pilot will coordinate closely with IDNR biologists to determine survey dates, start time, and IDNR crew for each survey. Flight routes will be determined by an IDNR biologist. Each survey requires approximately 7 hours of flight time, departing from and returning to Marion. Flights usually, but not always, are scheduled to occur on a Monday (see attached calendar). If inclement weather prevents flying on the scheduled date, the Vendor must be available to perform the work on scheduled alternate dates, usually Tuesday and Wednesday (see attached calendar). If inclement weather prevents flying on scheduled and alternate dates, then the survey may be cancelled. IDNR shall not be required to pay for surveys that are cancelled because of inclement weather

1.1.2 West-central survey: Eight biweekly (approximately every other week) surveys are scheduled. Surveys involve flying along transects at or below 500 feet AGL along a set route over wetlands in portions of Fulton, Knox, Peoria, Stark, Bureau, and Henry counties (see attached map). It is possible that additional locations may be surveyed during the first week of January 2022.

One to three IDNR biologists will accompany the pilot on each survey. The pilot will pick up IDNR biologists at the Canton airport. The pilot will coordinate closely with IDNR biologists to determine survey dates, start time, and IDNR crew for each survey. Flight routes will be determined by an IDNR biologist. Each survey will require approximately 3 to 4 hours of flight time, departing from and returning to Canton. Flights usually are scheduled to occur on a Monday. If inclement weather prevents flying on the scheduled date, flights must be rescheduled for the next available day with suitable weather when an alternate survey date is identified on the attached calendar. If inclement weather prevents flying on scheduled and alternate dates, then the survey may be cancelled. IDNR shall not be required to pay for surveys that are cancelled because of inclement weather.

1.1.3 Northeast Survey: Eight biweekly surveys are scheduled. Surveys involve flying at or below 500 feet AGL along a set route over lakes, river segments, and other wetlands in northeast Illinois. The following locations are included on each survey: Kankakee River, Lake Renwick and nearby wetlands, DesPlaines River, Dresden Cooling Lake, Braidwood Cooling Lake, Goose Lake Prairie State Natural Area, Mazonia State Fish and Wildlife Area, Heidecke Lake, Illinois River, and LaSalle Cooling Lake (see attached map).

One to three IDNR biologists will accompany the pilot on each survey. The pilot will pick up IDNR biologists at the Morris airport. The pilot will coordinate closely with IDNR biologists to determine survey dates, start time, and IDNR crew for each survey. Flight routes will be determined by an IDNR biologist. Each survey will require approximately 3 hours of flight time, departing from and returning to Morris.

For procurements conducted in BidBuy, the State may include in this contract the BidBuy Purchase Order as it contains the agreed Supplies and/or Services.

1.2. MILESTONES AND DELIVERABLES:

1.2.2 Payment will be made in terms of a set rate per hour of flight time spent conducting surveys. Vendor shall be paid for flight time spent conducting surveys, flight time required for refueling, and flight time for commuting to/from airport where IDNR biologists will begin survey. Vendor’s helicopter shall be based at or in close proximity to the airport where IDNR biologists will be picked up (≤ 60 miles).

1.2.3 Vendor shall not perform services, provide supplies or incur expenses in amount exceeding the amount shown in this contract, unless the State has authorized a higher amount in writing prior to the Vendor performing the services, providing the supplies, or incurring the expenses.

1.2.4 Vendor must be flexible about survey dates because weather (high winds, heavy rain, snow, etc.) will dictate when aerial surveys may occur. Inclement weather may prevent completion of surveys or result in schedule adjustments.

1.2.5 Vendors should be aware IDNR shall not be required to pay for surveys that are cancelled because of inclement weather. If IDNR employees are unavailable to conduct a scheduled survey because of personal reasons (e.g., family emergency or illness), the Vendor shall be paid for the number of flight hours normally required to complete that survey.

1.3. VENDOR / STAFF SPECIFICATIONS:

1.3.1Vendor shall provide all necessary equipment, materials, and personnel to complete the project in the time frame specified. The survey requires a helicopter pilot with low level flight experience (e.g., powerline/pipeline patrol, agricultural operations, law enforcement, or wildlife survey). Vendor shall provide a mid-sized four-seat helicopter (such as a Robinson R44). The Vendor shall have an active low-level waiver through the Federal Aviation Administration (FAA). The helicopter shall be equipped with noise cancelling headsets for all passengers.
1.3.2Vendor shall provide the Department a list of all pilots slated for use on this project. Vendor’ Pilot(s) shall each possess and provide documentation of the following requirements prior to contract execution.
1.3.3.1A valid and current FAA Commercial Pilot Certificate with the proper ratings for the equipment to be used.
1.3.3.2A valid and current Class 1 or Class 2, FAA medical certificate.
1.3.3.31,000 hours in helicopters as pilot in command.
1.3.3.4100 hours in helicopters in the preceding 12 months.
1.3.3.550 hours as a pilot in command in the make and model or subsequent series of helicopter to be used on the operation.
1.3.3.6Vendors Pilot(s) shall have a minimum of fifty (50) hours flight experience as pilot in command conducting low-level aerial flights, preferably wildlife surveys.
1.3.3.7 The Vendor shall have an active low-level waiver through the Federal Aviation Administration.
