NATIONAL INTERAGENCY FIRE CENTER (NIFC)

NIFC ON-CALL SECURITY GUARD SERVICES

STATEMENT OF WORK

GENERAL INFORMATION

Introduction

The National Interagency Fire Center (NIFC) in Boise, Idaho, is the nation’s support center for wildland firefighting. Currently, seven federal and state agencies are co-located within NIFC to coordinate and support wildland fire and disaster operations. The Bureau of Land Management (BLM) administers the NIFC facility, which consists of 23 buildings on 73 acres including aircraft ramp, taxiways, and storage.

Scope

The BLM at NIFC requires contractor support to provide on-call (24/7) contract security guard services for the site. There are no guarantees regarding the number of hours the contractor may be called upon but our history of on-call guard support reflects a wide range from as few as zero hours in a week to 100 plus hours in any given week. The contractor is responsible for their own staffing.

In our experience, it works best to have enough guards to cover three to four continuous shifts. Shifts are generally assigned to the contractor approximately one week before the beginning of the month. For example, in the third week of November the December shift coverage calendar is provided to the contractor. In the event the contractor cannot fill any of the assigned shifts the contractor must advise the NIFC Security Manager as soon as possible but no later than three days prior to the end of the current month.

Description of Work

Primary duties of the on-call contract security guard include entry control, alarm monitor duties, CCTV operation, and assisting visitors and employees as needed. Detailed duty performance instructions are provided through written guidance (NIFC Security Standard Operating Procedures) and on-site training. During the dayshift (0600-1400) and the swing shift (1400-2200) there will be a federal security guard on-duty who will be posted as the NIFC patrol and will be available for assistance and guidance to the on-call security guard. During the midnight shift (2200-0600) the on-call security guard may be working alone. General duties of the contract security guard include:

· Entry control duties consist of checking employee identification and allowing entry, checking visitor identification, issuing visitor passes, completing visitor logs, issuing vehicle passes, and being observant for suspicious activity and persons. The on-call security guard will contact the sponsor/sponsoring agency for entry authority of unannounced visitors.

· Alarm monitor duties:

· Perimeter Intrusion Detection System (PIDS)

· The PIDS interface operates in a Windows based environment

· The guard will immediately acknowledge alarms, make an immediate assessment using the CCTV camera system or by dispatching the NIFC patrol (if available), and will clear the alarm from the system to include a written explanation.

· Reception duress alarm

· A wall mounted visual and audible alert triggered by/from the Headquarters’ receptionist.

· The guard will assess the situation using the CCTV camera system, call the receptionist for information, brief and dispatch the NIFC patrol for further follow-up.

· 911 calls

· 911 calls initiated through the NIFC telephone system generate an alarm that is enunciated on the Gate 5 telephone display.

· The guard will telephone the extension displayed and ascertain the nature of the emergency, dispatch the NIFC Patrol, and assist first responders with directions as needed. The guard will immediately contact Ada County Dispatch and advise no emergency in the event of accidental 911 calls. NIFC Patrol will be dispatched to all 911 calls to include accidental calls.

· Fire monitoring systems

· NIFC Security receives calls from Fire Alarm Monitoring Company.

· NIFC Patrol and Maintenance personnel will be contacted and briefed on the details of the call. Contract guards will follow the provided Maintenance Call Out Procedures depending on the type of alarm received.

· CCTV Operation duties

· NIFC has a surveillance camera system comprised of fixed focus and pan, tilt, zoom cameras.

· The guard will use the system (especially on the midnight shift) to generally maintain site surveillance and as a primary tool to assess perimeter alarms.

· On-call contract guards will normally work in a heated/air conditioned guard station. However, during emergencies, increased threat levels, or other situations contract security guards may be assigned other posts or security duties as determined by and at the discretion of the NIFC Security Manager. NIFC patrol will provide breaks during the day and swing shifts. During midnight shifts the on-call security guard will secure the guard station and use site facilities for bathroom breaks.

· On-call contract guards may be called upon at the discretion of the NIFC Security Manager to perform foot patrol duties of the campus in all-weather conditions. When conducting foot patrols it should be noted that these patrols are “on foot”, meaning government owned or privately owned conveyances (motor vehicles, motorcycles, bicycles, etc) shall not be used in performing these foot patrol duties.

· On-call contract security guards must be available at times of short notice (24 hours a day and 7 days per week). A company point of contact must be available 24/7 and be able to fill a contract security guard request within two hours of being called.

· On-call contract security guard shift length will usually be eight hours, but can be as short as two hours, or can be extended past eight hours and into multiple shifts if need be, not to exceed 16 hours.

· On-call contract security guards will be well groomed and in a neat and clean uniform. The uniform must clearly identify the contract guard as representing the security service company.

· On-call security guards will account for NIFC provided equipment at each shift change and once on duty will not leave the site until properly relieved of duty by the on-coming shift.

· On-call contract security guards will have at a minimum 40 hours of basic security training that includes communication skills, basic Windows based computer skills, recognizing and reporting suspicious activities, and critical decision making. This training will be provided by the security contract company.

· NIFC site specific training will be provided by NIFC Security personnel. The contract security company shall make the prospective on-call security guard(s) available for an eight hour training session prior to being assigned a shift a NIFC. Training will generally be available Mon-Sun from 0600 hours to 2200 hours with prior coordination with the NIFC Security Manager. Contract Guard compensation for the eight hour training session will be the contractor’s responsibility and these training hours will not be billable to NIFC as on-call security guard hours of service. In addition on-line IT security training and rules of behavior acknowledgement for computer use must be completed before required access is granted to the network. This training is approximately one hour in length and employee payment for this time is the responsibility of the contract holder.

Contractor Personnel Security and Suitability Requirements

Performance of this contract requires contractor personnel to have a successfully adjudicated background investigation (BI), a secret security clearance, and a Federal government-issued personal identification card before being allowed unsupervised access to a DOI facility and/or information system. The Contracting Officer’s Representative (COR) will be the sponsoring official, and will initiate the process for personal identity verification, BI, security clearance, and card issuance.

At least two weeks before start of contract performance, the Contractor will identify all contractor and subcontractor personnel who will require physical and/or logical access for performance of work under this contract. The Contractor must make their personnel available at the place and time specified by the COR in order to initiate screening and BIs. The following forms, or their equivalent, will be used to initiate the credentialing process:

• OPM Standard Form 86
• OF 306
• Fingerprinting (done electronically) (local procedures may require the fingerprinting to done at a police station; in this case, any charges are to be borne by the contractor)
• PIV Form

Contractor employees are required to give, and to authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination. Refusal or failure to furnish or authorize provision of information may constitute grounds for an unfavorable security and suitability decision and denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor agrees to make them available for such contact.

Alternatively, if an individual has already been credentialed by another agency through OPM, and that credential has not yet expired, further investigation may not be necessary.

During performance of the contract, the Contractor will keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen must be reported to the COR and Issuing Office within 24 hours. Replacement will be at the contractor’s expense. If reissuance of expired credentials is needed, it will be coordinated through the COR.

At the end of contract performance, or when a contractor employee is no longer working under this contract, the Contractor will ensure that all identification cards are returned to the COR.

These requirements must be incorporated into any subcontracts that require subcontractor personnel to have regular and routine unsupervised access to a federally controlled facility for more than 180 calendar days or any unsupervised access to a federally controlled Level 3 or 4 information system.
