Solicitation #140L3722Q0005 Questions and Answers 01/07/2022 Is there an incumbent? If so, to cost out the proposal effectively can we get the current seniority and pay levels of the incumbent? Can we also get accrued vacation?
This requirement is for a multiple award Blanket Purchase Agreement (BPA) for as needed Guard Services; there is no guarantee of services required and First Right of Refusal is not a requirement of this BPA.
Are any vehicles required from the contractor for an emergency or irregular work assignments?
No vehicle operations. Irregular work assignments do come up from time to time but are always within the specifications of guard work. For example – monitoring an open gate for exit use only ensuring no unauthorized site entry through the open gate.
Will you set the staffing number to be available for assignment from the contractor?
If you’re referring to monthly shift scheduling, Yes. Scheduling for the following month is typically completed during the 3rd week of the current month. Shifts are then assigned to the contractor in writing.
Will there be a maximum number of security guards per contractor?
No. The government bears the cost of the background investigation and issuance of the PIV (ID card) so there is a government interest here but the government doesn’t dictate the number of contract guards the vendor has on staff with the understanding that government reserves the right to not do any and all requests for backgrounds and PIV issuance if this were to be abused.
Is the intent of BLM to float a blanket request from all contractors on a first filled basis to the number specified?
No. Shift assignments are provided to the contractor on a monthly basis as described above. In addition the contractor can anticipate that additional shifts are assigned during the month as a matter of routine.
Are their housing accommodations on site for security guards assigned for longer duration?
No.
Is food available to the security guards?
No.
Is transportation available for those assigned longer terms? Can they get to shopping, to Boise and so forth?
Not via government provided transportation though public transportation, taxi, uber, etc are available. Keep in mind this is on-call coverage assigned on a shift by shift basis.
Does BLM want the Fiduciary Bond submitted with the proposal, or produced if selected?
No bonds are required for this procurement.
