Bidders must submit separate pricing for three line items: a lump sum price for Spring or Summer 2021 (up to 60,000 gallons of liquid biosolids hauling, documentation, and disposal), a price per gallon for volume removed above the 6-foot tank level, and a price for pressure washing and cleaning the interior tank. All fuel costs must be included in the bid with no fuel surcharge permitted during the contract period. The contractor assumes all liability for hauling, spreading, and cleaning operations and must obtain required permits, disposal sites, soil tests, and provide written documentation of sludge disposal in accordance with applicable regulations, including annual Wisconsin DNR land application reports. Insurance requirements include Commercial General Liability of $1,000,000, Automobile Liability of $1,000,000, and Umbrella coverage of $1,000,000, with certificates due within three days of the bid deadline. Billing shall be submitted within 30 days of work completion with itemized services and quantities, with the City remitting payment within 30 days of receipt for uncontested amounts.
