About this file

This document is a Change Order Notice from the Chief Procurement Office for General Services of the State of Illinois. The notice details an amendment to Contract 2021-23-008 between the Illinois Department of Healthcare and Family Services (HFS) and Maximus US Services, Inc. to meet the ongoing requirements of the Williams and Colbert Consent Decrees. The amendment adds a deliverable to capture Supportive Living Program (SLP) admission, discharge, and transfer (ADT) data for tracking purposes, functionality that was previously only provided for Nursing Facilities (NFs) and Specialized Mental Health Rehabilitation Facilities (SMHRFs).

The change order is necessary to correct an oversight in the original procurement process, as ADT data for SLPs was not included in the original contract. This technology enhancement will enable the state to better track and report on its SLP program. The contract term and pricing details are not provided in this notice.

Change Order Notice Chief Procurement Office for General Services Change Order Notice v.23.1 44 Ill. Adm. Code 1.1525(g) requires notice of renegotiated contracts and change orders that increase the cost of a contract by more than $10,000 or the time of completion by a total of 30 days or more to be posted on the Bulletin/BidBuy for 14 days.

This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

thedetails: The Illinois Department of Healthcare and Family Services (HFS) seeks to amend Contract 2021-23-008 with Maximus US Services, Inc. to meet the ongoing and updated requirements of the Williams and Colbert Consent Decrees and better integrate the assessment and tracking functions for which the State is responsible. The amendment would add the following deliverable:

• Capture of entry of Supportive Living Program (SLP) admission, discharge, and transfer (ADT) data for tracking purposes. This is a technology enhancement that will enable tracking and reporting for the state’s SLP program, functionality that is currently provided for Nursing Facilities (NFs) and Specialized Mental Health Rehabilitation Facilities (SMHRFs) under Section 1.2.1.1.8 of the contract. Excluding SLPs from access to this functionality was an oversight in the procurement process. ADT data for SLPs was not included in the original contract at 1.2.1.1.8, and this amendment seeks to correct that omission.
