About this file

This is a General Services Bid document from Washington County, Oregon, soliciting quotes for 2021-22 tax statement envelopes for the Department of Assessment and Taxation. The bid seeks three types of envelopes: 250,000 #10 regular mailing windowed envelopes, 14,000 A-1 special sized windowed envelopes, and 156,000 #9 return payment envelopes (150,000 in blue paper stock, 6,000 in white paper stock). The bid was released on July 16, 2021, with a deadline for questions on July 26, 2021, and a response deadline of July 30, 2021, at 2:00 pm. The delivery deadline for all envelopes is September 15, 2021, and the contract term is not to exceed five years. Bidders must perform all work within Oregon and submit an affidavit confirming this requirement.

The bid includes specific technical specifications for each envelope type, such as window placement, envelope size, and printing details. Pricing will be evaluated based on unit cost, with the county intending to award the bid to the lowest responsible bidder who meets all specifications. The county reserves the right to award purchase orders to multiple bidders and may extend pricing and terms to other public agencies. Bidders must comply with Oregon tax laws, provide proof of residency, and meet insurance requirements. The pricing table allows bidders to quote unit costs for each envelope type, with a total bid amount to be calculated. The county emphasizes that all costs, including shipping and special handling, must be included in the quoted price.
