PROJECT TITLE: Lowden State Park – Eternal Indian Plaza
PROJECT NARRATIVE:
The Illinois Department of Natural Resources (Agency or DNR) is seeking a Consultant with experience in the design, bid document development, and construction administration of small-scale public plaza landscapes for an open space surrounding the Agency’s historic Eternal Indian sculpture located in Lowden State Park, near Oregon, Illinois. The Eternal Indian -- sometimes called The Black Hawk Statue by locals -- is a 48’-0” sculpture by Lorado Taft dedicated in 1911. The statue is perched above the Rock River on a 77’-0” bluff overlooking Oregon, Illinois beyond the river. The statue, according to the artist, represents the unconquerable spirit of Native Americans, using motifs from several tribal cultures. While not a portrait statue, it was in-part inspired by the life of Black Hawk (1767-1838), a leader and warrior of the Sauk. The sculpture was listed on the National Register of Historic Places in 2009.
The Agency seeks a Landscape Architecture firm to develop designs and construction documents for improving the existing plaza at the base of the sculpture, adjacent viewing area, and approach to the statue from a nearby existing parking lot (See Attachment A – Aerial Photography of the Eternal Indian Plaza). This Project includes the repairs and restoration of the Eternal Indian base – now deteriorated concrete with natural stone veneer that has fallen into disrepair. The repairs and restoration of the concrete base and natural stone veneer is the only historic repair and restoration remaining on the sculpture (the rest of the sculpture having been repaired and renovated in 2021). The Consultant will also be asked to develop demolition plans, design an ADA compliant plaza with an Accessible Path of Travel (in accordance with pertinent Illinois Code and Federal Standards) to the base of the sculpture and adjacent viewing area, develop and detail site landscape / landmark signage and donor recognition options, design and detail stone retaining walls and stairs, and develop a natural connection to existing trail and stairs descending to the Rock River below the subject site (See Attachment A - Proposed Conceptual Plan for the Eternal Indian Plaza). The Landscape Architecture firm will also assist with creation of bid documents and assist DNR staff with construction observation (and ultimately recommend that DNR Staff issue Notice of Final Completion to the Construction Contractor once the project is complete). Note that this Services Contract does include Construction Administration Services but does not include actual Construction which will be bid separately once bid documents are complete.
All work is to be overseen and at the direction of a Licensed/Professional Landscape Architect (Landscape Architect) registered and/or licensed with the State of Illinois. The Consultant shall perform Landscape Architectural services with care and diligence in accordance with the professional standards for work of the nature and scope of this Project. The Agency will be requiring that Construction Final Completion is issued January 15, 2022 (including Closeout & Reporting); the window for design and revisions will only be two (2) months once Notice to Proceed with Landscape Architectural services is issued. Selection for this project is anticipated to be on or before the week of July 14, 2021.
This is not an invitation for bids. Firms qualified for the project listed herein may indicate their desire to be considered for selection by submitting the requested information to IDNR contact and address listed below.
