Summary: Technical Specifications for Inshore Annual Construction Project
This document comprises the technical specifications and bid requirements for Project No. 2020ERM04, a federalized inshore estuarine habitat restoration initiative managed by Palm Beach County in coordination with the Florida Department of Environmental Protection and the U.S. Army Corps of Engineers. The project authorizes the construction of seagrass, mangrove, oyster, and artificial reef habitats within the Lake Worth Lagoon estuary, with anticipated work orders for the Tarpon Cove Phase II Restoration and Monceaux Living Shoreline projects. The scope of work requires the contractor to provide all labor, materials, equipment, and services necessary to supply and place materials including limestone rock, filter fabric, sand, loose shell, steel piles, and turbidity curtains within designated work areas. The schedule of estimated quantities identifies four primary work orders with varying quantities across a two-year contract period, including shallow dredged material (measured in cubic yards), filter fabric and installation (measured in square yards), and multiple stone types and sand totaling approximately 9,396 to 92,547 tons depending on material and project phase. The engineer's estimate for the Base Bid is $370,880, with Alternate No. 1 (contractor-selected staging area) estimated at $5,677,380 and Alternate No. 2 (FIND staging area) at $4,541,904. The contract award shall be the Base Bid plus either Alternate No. 1 or Alternate No. 2 as selected by the County.
Contractors must commence mobilization within fifteen calendar days of the Notice to Proceed and comply with all federal, state, and local environmental permits, including the Environmental Resource Permit (50-0354344-003-EM), Sovereignty Submerged Lands Authorization, and separate U.S. Army Corps of Engineers authorization. All material sourcing and placement must meet specified gradation, physical property, and composition standards, with comprehensive testing and quality assurance requirements performed at the contractor's expense. The contractor assumes all risk of loss and is responsible for turbidity control and monitoring, environmental protection, utility location surveys, daily quality control reporting, weather delay documentation, and final as-built surveys conducted by Florida-licensed professional surveyors. Payment is based on verified quantities of materials placed to specified lines and grades, measured by FDOT-certified truck scales, surveyor volume calculations, or integrated weighing systems, with monthly progress payments subject to retainage as detailed in the General Conditions. Mobilization and demobilization costs are paid per work order on a lump-sum basis, while supply and installation line items are priced per unit (tons, cubic yards, or square yards). The contractor must provide performance bonds, insurance certificates with specific additional insured and waiver of subrogation requirements, and comply with all U.S. Coast Guard licensing and certification standards for vessels and crew operating in the project area.
