About this file

This document contains a Q&A regarding a Request for Responses (RFR) from the Massachusetts Department of Transportation (MassDOT) for weather analysis and weather forecasting services. MassDOT seeks proposals to provide these services, which include site-specific weather forecasts for 45 RWIS locations, future radar projections, treatment recommendations, email reports of current and future weather, and administrative controls over forecast data access. The RFR specifies that training services may be delivered virtually, and that forecasts and recommendations should be provided per RWIS site rather than per route. MassDOT has indicated a preference for vendors that can integrate GPS/AVL and traffic sensor data to enhance the weather services.

The RFR states that weather forecasts will be based on the parameters outlined, and that certain details may be omitted for relevancy based on seasonal needs. MassDOT intends to have administrative and operational controls over the accessibility of forecast information to simplify it for certain user categories. MassDOT has not provided sample GPS/AVL or traffic sensor data, but has indicated a desire for vendors that can import and utilize such data to improve the weather services.

Question SubjectVendor QuestionMassDOT Answer
1Training RequirementDoes the yearly training services described under Data Management #9 need to be conducted in person or can it be done virtually through a webinar type format? The yearly Training Services described in Deliverable #9 may be done through a webinar-type format. The training session (conducted 'live') shall also be recorded and provided to MassDOT to be saved for retrieval from our training website for additional viewing or as we deem appropriate. If there are changes to the programs or features furnished - MassDOT expects an updated instructional or training services performance/video.
2Site-Specific Weather ForecastDoes the "Site-Specific weather forecast" mentioned in the RFR mean one forecast for each of the 45 RWIS locations?Yes. There shall be a separate forecast for each of the RWIS sites.
3Future Radar ProjectionWhat is the time extent of the "future" radar projection? (Does this mean 90 minutes as mentioned on page 6 of FY2021_APR_WeatherSvcsGendallFNL).The future projection for the radar image (map) shall be for a minimum of 90 minutes (referenced on page 6). Other animations are required for: accumulations (snow/ice/rain) and storm intensity locations. These animations shall be in intervals of up-to four hours, projecting 72 hours into the future.
4Treatment RecommendationShould the Treatment Recommendation be provided per RWIS site or will specific routes be provided?Yes, per RWIS site. A "Treatment Plan" (based on FHWA's Maintenance Decision Support System (MDSS)) will be used by the vendor to present information in terms of anticipated DOT activities. The Treatment recommendation will be based on critiera/values for any RWIS site we choose to focus on. Recommendations 'per route' are not practical since the forecaster will not have infomation descriptive of the entire route.
5Email ReportsAre the email reports of current and future weather forecasts considered to be a different forecast or the same forecast as the ones mentioned on pages 9 and 10? (FY2021_APR_WeatherSvcsGendallFNL).Weather forecasts will be based on the parameters outlined on Pages 9 and 10. In practice, certain details may be omitted for relevancy - based on seasonal needs. A discussion of relevance will occur post-award and is not considered (by us) to involve significant cost impacts to the future vendor.
6"Supervisory control" and "User controlled criteria"What is meant by "Supervisory control" and "User controlled criteria" mentioned on page 10 of FY2021_APR_WeatherSvcsGendallFNL?The DOT would like the adminstrative option to be able to control accesibility of some of the functions. The purpose of this practice would be to simplify the information to certain categories of users - so as to not overwhelm them. In other instances, individual users may opt for prioritization of specific information.
7"Supervisory controls; administrative and operational"What is meant by "Supervisory controls; administrative and operational" on page 11 of FY2021_APR_WeatherSvcsGendallFNL?See answer provided for previous question.
8Sample DataCan MassDOT provide GPS/AVL and traffic devices sample data? The challenge cited in Section 2 "Provide technical resources…" in which these two components are mentioned (out of 4), is that it is desireable for us if a vendor can import and integrate our global positioning/vehicle tracking data and/or utilize a DOT vehicle's weather-related sensors/data to improve on the services provided.
9Sample DataCan MassDOT provide GPS/AVL and traffic devices sample data?See answer provided for previous question.
