1. Approval is hereby requested for a sole source five-year succeeding in-lease in support of the Naval Special Warfare Center (NSWCEN), at Naval Amphibious Base (NAB), Naval Base Coronado (NBC), San Diego, CA. The sole source justification and supporting information is provided in accordance with the provisions of references (a) through (g) and further detailed below:

a. This “Justification for Other than Full and Open Competition” has been prepared on behalf of NSWCEN. The contracting office for this action is Naval Facilities Engineering Command, Southwest (NAVFAC SW), 750 Pacific Hwy, San Diego, CA 92132.

b. The Real Estate Contracting Officer, under the authority of the Commander, NAVFAC SW proposes to execute a five-year lease of space in Hangar #5 at Brown Field Airport, consisting of 3,600 sf of hangar, office, and storage space and vehicle parking as depicted on enclosure (1).

c. The Basic Facilities Requirement (BFR) for NSWCEN is approximately 3,600 sf of hangar, office, and storage space. NSWCEN’s locational requirement is for a facility within a 5-mile radius of the Otay Mesa Drop Zone at San Diego, CA. The lease will provide the capability to support para-jumping training and aircraft parking, fueling, and loading suitable for a C-130, helicopter aircraft and other miscellaneous airborne operations aircraft on the airport ramp at a single location that is near the established NSWCEN base of operations.

OF HANGAR SPACE AT BROWN FIELD AIRPORT, SAN DIEGO, CALIFORNIA

d. NSWCEN currently uses the facility known as Hangar #5 at Brown Field Airport under a real property lease because there is not sufficient federally owned controlled space available to meet this requirement.

e. The estimated cost of the proposed lease is based upon information provided by the Lessor of the facility currently used by NSWCEN at Brown Field Airport, in connection with the 31 December 2020 expiration of the lease that has been in place since 1 January 2016.

The Navy plans to maintain this facility and fund all required utilities.

f. Reference (a), 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1, permits other than full and open competition when the property required is available from only one source and no other supplies or services will satisfy agency requirements. DoD Directive 4105.67 NAF Procurement Policy also permits non-competitive procurements when justified.

g. NAVFAC SW and NSWCEN conducted a search that showed that there are no other available facilities that meet NSWCEN’s operational needs within close proximity to the Otay Mesa Drop Zone or that would meet NSWCEN’s requirement for a facility within a 5-mile radius of the Otay Mesa Drop Zone.

h. A real estate database search and a Market Survey were conducted using the minimum space requirements for NSWCEN. Hangar #5 at Brown Field Airport is the only facility available for lease that can accommodate a C-130 and provides a compatible runway, is within a 5-mile radius of the Otay Mesa Drop Zone, and matches NSWCEN’s minimum needs. Three airports were identified and assessed: Brown Field, Gillespie Field, and Montgomery Field. At each airport, the airport manager or administrator was interviewed.

Only Brown Field had space which met NSWCEN’s requirements. There are no federal airfields or hangars available within a 5-mile radius of the Otay Mesa Drop Zone.

i. Advertisement was not considered an effective method for reaching potential lessors because all of the airports within a 5-mile radius of the Otay Mesa Drop Zone were included in the Market Survey.

2. The information required by reference (f) is as follows:

a. The leasing period is anticipated to begin 1 January 2021, and shall extend through 31 December 2025. The rent for the term of the lease will be funded by Commander, Navy Installations Command (CNIC).

b. The estimated total dollar value (including all options) for the lease costs covered by this justification are as follows:

One (1), One (1) year firm term: $54,000.00 Four (4), One (1) year option terms: $216,000.00 The total dollar value: $270,000.00
