About this file
This is a Question and Answer document for Bid 2020-01 Replacement Public Safety Software, issued by Portage County, Wisconsin for use by Portage County, the City of Stevens Point, the Village of Plover, and the University of Wisconsin-Stevens Point. The replacement system must include a Computer Aided Dispatch System (CAD), Records Management System (RMS), Field Based Mobile Reporting System (FBR), Jail Management System (JMS), and Mobile Data Computer Computer System (MDC). The county clarified that proposals without CAD functionality will not be accepted and that CAD software development is not permitted. Questions were due February 18, 2020, with responses posted by February 27, 2020. The county confirmed it will consider both on-premise and cloud-based solutions and that vendors should determine the appropriate number of end users based on provided parameters. Data conversion will include only TriTech CAD, Mobile, RMS, and JMS databases, excluding SLEET system data, Civil Process, Sheriff Sale, and Personnel information from the custom iSeries database.
The county specified that mobile units consist of 20 units for the Portage County Sheriff's Office and 7 units for EMS out of a combined total of 27. Regarding subscription versus one-time purchase models, the procurement packet indicates the county's preference for subscription-based arrangements with potential yearly maintenance charges. The county identified ImageTrend Elite for Fire as the required interface product and ID Networks as the LiveScan vendor. Additional agencies beyond those specifically listed in the RFP may request access to modules such as CAD, Mobile, RMS, or JMS if optional modules are available. A clarification was issued correcting the response code table, specifying that "N" indicates the proposed system does NOT meet the requirement, as opposed to the original language stating it does meet the requirement.

"proposed system does NOT meet requirement?"
Answer: Yes, N response should read “Proposed system does NOT meet requirement” See also revisions at the beginning of this addendum.
