REQUEST FOR INFORMATION

FOR NON RESERVED PARKING SPACES

A. Description:

The United States District Court for the Middle District of Pennsylvania (MDPA) is seeking information on juror and employee parking services to be located near the site of the new federal courthouse located at Sixth and Reily Streets, Harrisburg PA.

The new courthouse is currently under construction and is anticipated to open in early 2022. The MDPA will lease the courthouse from the U.S. General Services Administration for a minimum of one 20-year lease term. When it is fully operational, the courthouse will have eight courtrooms and 253 full-time employees, including judges, U.S. Attorneys, and U.S. Marshals. Additionally, the Courts operations will regularly include jurors.

The Midtown neighborhood currently does not provide sufficient parking availability to meet the daily parking needs for courthouse operations, either for employees or jurors. The MDPA is issuing the following Request for Information (RFI) to better understand what the market may be able to provide to meet this need by the opening of the courthouse in 2022.

This is an RFI only. The RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request does not commit the MDPA to contract for any service whatsoever. Further, the MDPA is not seeking proposals and will not accept unsolicited proposals. Responders are advised that the MDPA will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

B. Specifications:

In seeking market-based parking solutions, the MDPA at this time does not require that all parking needs be addressed in one location or that a respondent to this RFI provide a parking solution for the entire quantity of parking spaces sought for employee and juror parking needs. Further, the MDPA at this time does not have a preference between surface parking lots and structured parking. Respondents are encouraged to submit parking solutions that meet the parking needs for the Harrisburg courthouse, in whole or in part, in ways that reflect long-term local development goals for the Midtown neighborhood.

Juror Parking:

The Jury Department for the United States District Court for the Middle District of Pennsylvania requires non-reserved parking spaces to accommodate people reporting for jury duty.

B.1 Juror parking is required Monday through Friday, excluding federal holidays. The court estimates the number of juror parking spaces to be 150 to 300 spaces per month. This estimate is based on the attached four-month Juror Attendance Report provided by our Jury Specialist and parking data from the Harrisburg Parking Authority for juror parking reimbursements. Additional examples of how juror selection works, thus determining the number of jurors requiring parking, are described below:

There are six Judges in the Harrisburg location. Criminal Trials require a minimum of 40-50 jurors for a selection depending on the nature of the case. Civil Trials require a minimum of 20-25 jurors for a selection. If all four judges were having a criminal jury selection on the same day, a minimum of 200 actual jury parking spaces would be required to accommodate the jurors reporting for the four jury selections. If one judge was having a jury selection in a high profile or death penalty case, that number could potentially double.

Example 1: On the yearly report, during the month of January 2018, a total of 172 Petit Jurors reported, however; 78 reported on jury selection day (78 would be the number of actual parking spaces needed). The remaining jurors reported on subsequent days at 14 spots per day.

Example 2: Grand Jurors (which consist of a panel of 23 jurors) meet twice a month. Currently, there are two active grand juries. There can be a total of up to 115 Grand Jurors reporting in a given month, but only 23 parking spaces would actually be needed on the days they report. Note also that a new Grand Jury is periodically impaneled requiring between 45 and 50 jurors on empanelment day. The total number of actual parking spaces needed for grand juries would be 50. (This does not include other witnesses, attorney’s, etc., that also report for Grand Juries).

The location of the parking services shall be within a 1,100-ft. radius of:

United States District Court, Middle District of Pennsylvania Federal Building Sixth and Reily Streets Harrisburg, PA

B.2 Juror parking is needed from 7:00 a.m. to 7:00 p.m. and signage should be provided indicating the lot is open to the public and also accommodates juror parking.

B.3 Parking spaces must accommodate standard-sized vehicles, SUVs and motorcycles.

B.4 An on-site parking attendant may be provided. The parking attendant shall not have access to any vehicle keys.

B.5 Indoor and/or outdoor parking shall be provided.

B.6 Jurors shall be allowed to self-park, and lock and retrieve their vehicles at any time. No in-and-out privileges are needed.

B.7 Stacking vehicles or double-parking is prohibited.

B.8 Delineated parking spaces shall be provided with clearly marked parking bumpers or numbers.

B.9 Parking with internal maneuvering ranges to safely enter and exit individual parking spaces without affecting other vehicles shall be provided.

B.10 If providing multi-level parking, an elevator must be provided with stops on each level.

B.11 A safe and secure environment with adequate lighting and no significant security or personal safety concerns shall be provided.

B.12 Total maintenance and repairs of the parking area, including but not limited to, removal of trash and landscaping, shall be provided.

Monthly Employee Parking:

Monthly parking spaces are also required for the District Court employees for MDPA, in addition to parking for the other Federal agency employees in the courthouse, such as the U.S. Attorneys and U.S. Marshals. An estimated additional 118-174 monthly spots shall be set aside for this purpose.

B.1(a) Employee parking is required Monday through Friday, excluding federal holidays. The number of employee spots is estimated at 118-174 spaces per month, depending on the availability of transit serving the Midtown neighborhood and the Sixth and Reily intersection by the opening of the courthouse.
