About this file
This document is an Emergency Purchase Statement from the Illinois Chief Procurement Office related to a contract for Parole Communications and Monitoring Services for the Illinois Department of Juvenile Justice (DJJ). The Illinois Department of Corrections (DOC) and DJJ previously held a joint contract with Protocol Criminal Justice Inc. for these services, but the contract lapsed before a new one could be put in place. DJJ is seeking to continue using the same vendor to provide a Communications and Control Center, reporting services, offender movement and scheduling, emergency response, and other related services. The expected term of the emergency contract is from September 1, 2021 to November 29, 2021, with an estimated cost of $53,000.
The emergency procurement is necessary to prevent disruption in critical state services that affect the health and safety of individuals under DJJ supervision. There is no existing state contract available to meet this immediate need. DJJ will use state appropriated funds to pay for the services under this emergency contract, which will allow the agency time to competitively procure a new long-term contract.
