Sol 2018-2022 Library Subscriptions Questions and answers

1. All electronics are for all locations correct? Print goes to just the location specified?

Answer: Yes

2. I may have clarifying questions regarding terminology and requirements for the solicitation but for now I need additional information for the “electronic” subscriptions. Are these for single site or multiple site locations. The attached shipping locations was specifically for your print editions but for the E (electronic only) subscriptions on the title list provided with the solicitation, the publishers will not give us pricing unless they have the number of locations that are using these subscriptions and the number of FTE’s for each of the locations using these online titles. In particular, if they are a site license.

Answer: 4,500 relevant FTE’s. We have 4 major sites listed on the first page of the PWS; Pittsburgh, Atlanta, Morgantown and Cincinnati. The main site is Atlanta where the majority is. Other locations have less than 300 relevant FTE’s.

3. These questions below are from my Publisher Relations department as they are reviewing the 800+ titles. It is taking them time to review each one for pricing but before we can get the price, we need to know the following:

1.) There is a title they requested as just “Lexis-Nexis” for Online Only – this is a publisher, please specify which publication needs to be quoted.

Answer: Lexis Nexis calls it Access to news & business, legal and legislative package for CDC.

2.) Old Dominion newspaper (Print) – please provide further information, I cannot locate a publication by this name.

Answer: The newspaper is The Dominion Post in Morgantown West Virginia.

4. I have included pricing for Proceedings of the Nutrition Society as they have subscribed to the past. I have also included pricing for British Journal of Psychology as we will be publishing that title beginning in 2018. Our records indicate that the CDC has a current sub to this title. I have also included pricing for BJPsych Advances as it is a related title to British Journal of Psychology.

Answer: We would not like to renew Proceedings of the Nutrition Society so no need for pricing. Also, we have not subscribed British Journal of Psychology but do subscribe to British Journal of Psychiatry. If they are pricing the latter title, it's okay to quote. We do not need pricing for the sub-title however.

5. RSNA advised that they need the total number of FTEs, not just the relevant FTE count, in order to provide pricing. Would you be able to provide this information? Also, Proquest advised that they do not send quotes to third parties. Would you be able to provide me with the quote that Proquest sends the library? Attached is correspondence. Any information you could provide would be greatly appreciated.

Answer: I’ve asked Proquest to quote agents but have not received their reply yet. We spent $84,200 on Proquest last year and I don’t have this year’s quote yet. We have a total of 14,000 FTE’s at CDC.

6. Would you also be able to request the following information as well? Any information you could provide that I could provide the publishers would be greatly appreciated. Thank you again for all your help.

· Old Dominion Newspaper is on the title list that was included in your solicitation, but I do not see a listing for this title. Is it possible that the library is looking for Morgantown Dominion Post?

· Sage Archival Upgrades is listed on the title list that was included in this solicitation, but would you be able to specify which archives need to be upgraded?

· Sage Research Methods is on the title list included with this solicitation. Does the library need pricing for the entire collection?

· Would you be able to confirm the number of users that will be accessing Control of Communicable Diseases Manual?

Answer: Morgantown Dominion Post is correct.

As of September, Sage quoted their Deep Backfile upgrade for $4,631.00. Upgrades with Sage mean new titles added to the archives collection in 2018. The 21 titles are listed below.

Yes we would like pricing for the full Sage Research Methods collection.

For CCDM, CDC has ‘institutional access’. The pricing model we currently have is not limited by number of users. We have 4,500 relevant FTE’s.

7. Per the renewal information provided by the Royal Society of Chemistry, you are currently receiving the below title; it is not on the bid list. Do you want the title included in the quote? Molecular Omics (formerly 'Molecular Biosystems')?

Answer: No we are not interested in Molecular Omics (formerly 'Molecular Biosystems'). This is not a previously subscribed title by CDC.

8. Another question regarding the Sage titles package. Publisher said CDC recently added the two titles below. These titles are not on your title list. Do you want them included in our quote?

· Applied Spectroscopy

· International Migration Review?

Answer: We need the quote for International Migration Review but not Applied Spectroscopy

9 Another question from the publisher of Mining Magazine:

As of this year, we don't offer the individual rate anymore and the entry level is up to 3 digital subscribers and 1 print.

Answer: They'll do entry level, that will work for up to 3 digital subscribers and 1 print. If not up to 10 is okay.

10 We have several questions due to information publishers have provided. Please tell us which options/titles that are wanted:

1. Sage titles:

Your Title List: Sage Research Methods (tab 2).

Publisher provide prices for the following titles that you currently subscribe to. Please advise which of the titles below you want us to quote:

a. SRM Renewal Subscription

b. SRM Cases Renewal Subscription

c. SRM Cases 2 Renewal Subscription

d. SRM Data Sets Renewal Subscription

e. SRM Video Subscription

2. Your Title List: Journal of Rheumatology, print & online

Publisher stated that CDC would be changing their number of sites for this title from 1 site to 3 sites. Can you please confirm exactly what you want?

a. Online only for 3 sites

b. Print & Online for 3 sites

c. Print & Online for 1 site

Answer: For Sage Research Methods, they can quote all sections. For Journal of Rheumatology, it's 4 sites.

11 ASTM package -- RFP instructions state to quote institution-wide access for all sites. Publisher said the CDC has always had this subscription for one site. Do you want a price for one or all sites?

Answer: ASTM is for one site; the Pittsburgh location. It's a mining resource only researched at one location.

12 Another publisher has come forward with a title that the Library currently subscribes to that is not on the list. Do you want the title added?

American Journal of Public Health Answer: Yes, that would be good to quote.

13 I’m not clear on how to provide the pricing. Are you requiring a separate price quote for each list? For example, the attachment list of titles has List 1 – Jan Start and the second tab has List 2 – Jun Start. In one of your emails you stated that I should submit 2018 pricing but if a separate price quote is required for the list that doesn’t start until 2018-2019, how can we use 2018 pricing for these titles as well since prices are subject to change from one year to the next? Is this where the second paragraph below states that you will add a percentage to these titles? Sorry, but I’m not sure how the government can add a percentage when prices are governed by the publisher and there is no accurate percentage of rate increase from year to year. Again, I apologize for my confusion.

Part II - The Business Proposal:

Offerors are required to propose firm-fixed prices on a 12 month basis, i.e., from January to December 2018, List 1, and from May 1, 2018 to May 30, 2019, List 2. See list of titles in attachments in No. 3. Prices for each title offered shall be inclusive of rates and fees as described in Attachment No. 1, Statement of Work. Orders to be placed against the resulting ID/IQ contracts will made be on the basis of FFP per subscription title.

Because the prices for the list of titles required by this solicitation, including journals books, and databases have historically varied from year to year, for estimating purposes, the Government will apply a percentage increase to the prices every 12 months (i.e., after the first 12 months of the contract) as an inflation factor to determine the total estimated contract price, i.e., the contract(s) ceiling amount. Offerors are asked to utilize the preliminary list of titles to be provided as an attachment to the solicitation for the proposed pricing schedule. The prices offered shall be inclusive of all fees and services as required by the SOW.

Answer:

The prices of the titles are paid at the time they are ordered, not by the month. So if we order titles in 2018 the prices will be firm-fixed for 12 months. The solicitation requests prices for 2018. We anticipate multiple awards of ID/IQ contracts for subscriptions starting in Jan 2018 and in May 2018. So the prices have to be received now for those two sets. The initial order(s) however, will be placed immediately after award for list 1 for the period Jan to Dec 2018. The 2nd list of titles will be ordered in April or May 2018 for the period June 2018 – May 2019.

We realize that prices are not available beyond 2018, but we will add an inflation factor to the 2018 prices that we receive (and we would apply the same factor to all prices) to determine the total contract price for all years per award. But this is only an estimate. Since the titles will be ordered annually at the end of each period of performance (12 months) we will provide awardees with the opportunity to adjust their prices up (up to 10 percent) or down IAW/the economic price adjustment clause before placing the orders for the subsequent year. For List one, awardees will be able to adjust the awarded prices during Nov or Dec of each year, and for List 2, during April or May of each contract year (up to 5 years.)
