About this file

This document is an Addendum 2 for a Request for Proposal (RFP) issued by Socorro County, New Mexico, in collaboration with Catron, Cibola, Curry, Sierra, and Valencia Counties, seeking legal services for opioid litigation. The addendum modifies the original RFP documents dated May 16, 2018, specifically revising the evaluation point summary and adding a new section on case strategy. The proposal seeks a law firm to serve as Special Legal Counsel to investigate and potentially litigate claims related to the manufacture, marketing, sale, and distribution of prescription opioid products.

The evaluation process includes a comprehensive scoring system totaling 1,050-1,100 points, with key categories such as Organization (150 points), Experience - Firm and Individual (300 points), Contingent Fee Arrangement (200 points), and Capacity and Capability (200 points). Additional points are available for New Mexico Resident Business (50 points) and New Mexico Resident Veteran Business (100 points) certificates. The case strategy component, which is newly added, requires offerors to detail their proposed approach, including group filing, individual filing, and potential filing at state or federal levels, with 50 points allocated to this section based on the thoughtfulness and potential effectiveness of the proposed strategy.
