1. We want to confirm that the 20-page limit for the technical proposal (p. 51) does not include the task order proposal. Are page limits 20 pages for the technical IDIQ volume (excluding cover letter, table of contents, appendices, attachments, and the task order proposal) and 15 pages for the task order volume?

Answer: The technical IDIQ (excluding cover letter, table of contents, appendices, attachments, and the task order proposal) should be no more than 20 pages. The 15 page limit (excluding cover letter, table of contents, appendices, attachments) is for the task order technical proposal separate from the Base IDIQ technical proposal.

2. Page 53, Section L.10 (c) says: “Each offeror that is not a small business concern under NAICS Code 541612 is required to submit a Small Business Subcontracting Plan in accordance with the subcontracting plan outline located at the following site: http://www.hhs.gov/osdbu/forms.html. Complete the subcontracting plan using not less than 39.9 percent for small business subcontracting goals.” Question A: Since this is an IDIQ, tasks are unknown and there are no subcontracting dollars upon which to base a plan expressed as dollars. May offerors express their plans as percent only, and show dollars as TBD? Question B: If not, what basis should offerors use for Task Order dollars, when the task orders are unknown?

A percent is fine. The IDIQ is not to exceed $3,000,000. So you can provide an estimated total dollar for all the task orders combined based upon the total amount. A subcontracting plan is not required at the task order level.

3. : Page 54, L.10(e)3 says: “Subcontracting Plan: In accordance with the subcontracting plan requirements stated in the base ID/IQ contract, large business prime offerors are required to develop specific small business goals for this task order. Include details of proposed subcontracts planned under each task order individually”. Question: Is a Subcontracting Plan required at the IDIQ level, as well as with each Task Order?

A subcontracting plan is not required at the task order level. The subcontracting plan should be based upon the estimated total of all the task orders combined, and based upon the not-to-exceed total.

4. Will the aggregate of all task order dollars subcontracted be combined and then compared to the goals in the IDIQ subcontracting plan? Or is each task order to have its own plan and goals against which performance is measured?

A subcontracting plan is not required at the task order level. The subcontracting plan should be based upon the estimated aggregate of all the task orders combined, and based upon the not-to-exceed total.

5. Do you approve 20 pages for the resultant contract technical proposal and an additional 15 pages for the task order technical proposal?

Answer: The technical IDIQ (excluding cover letter, table of contents, appendices, attachments, and the task order proposal) should be no more than 20 pages. The 15 page limit (excluding cover letter, table of contents, appendices, attachments) is for the task order technical proposal separate from the Base IDIQ technical proposal.

6. Do you approve of the information requested on page 59 of 59 be placed in the business proposal?

Yes, your price/cost information should be placed in the business proposal.
