WTCHP Outreach and Education
Sources Sought Notices (17763, 17764, and 17765)
Questions and Answers
1. The first sentence of the notice states that NIOSH is seeking capability statements from “organizations with experience in providing outreach and education support to survivors of the 9/11 terrorist attacks . . .” Does that mean that NIOSH will ONLY consider organizations that have already been working with 9/11 victims, or are organizations that have performed outreach and educational work similar to that described in the draft SOO eligible?
See revised SOO.
2. Section II, Scope or Mission, of the Draft SOO reads as if NIOSH is contemplating multiple awards. Is our reading correct?
Multiple awards are anticipated.
3. Section II of the Draft SOO also appears to suggest that NIOSH intends to entertain a variety of project ideas, similar to a Broad
Agency Announcement, as opposed to providing a specific Statement of Work and requiring bidders to compete on the basis of a technical proposal and cost proposal in response to the Statement of Work. Is this a correct reading of NIOSH’s intent?
As opposed to a Statement of Work or a Performance Work Statement, the Government intends to issue a Statement of Objectives
(SOO) with the subsequent solicitation, which emphasizes performance-based concepts such as desired service outcomes. Offerors shall propose an effective solution to the Government’s stated objectives. Offerors will be evaluated based on technical response as well as cost.
4. Each of the Statement of Objectives defines the Scope or Mission as populations in the "NYC area". We presume our proposal should be focused significantly on the current target population that still in reside in NYC - but also include within scope those who have since relocated, having been in NYC on 9/11 but now living elsewhere. Is this correct?
See revised SOO.
5. Since there are three separate solicitations (17763, 17764, 17765) do you in fact want a submission for each - so three total submissions? Or if we feel we can integrate a response into one submission and address the unique Scope and Performance objectives called out in the three solicitations, is this ok? Part of the challenge we see is overlap in target populations - ex. Non-English Survivor touches two solicitations.
NIOSH currently has 3 sources sought announcements posted for Outreach and Education on FBO. The Government is interested in capability statements at this time.
In the event the Government issues subsequent solicitations, 3 separate solicitations will be announced as a deliberate effort on behalf of the Government to isolate interest in a particular effort. Each effort has a specific focused requirement. Offerors shall submit a proposal for each effort in order to be eligible for consideration.
6. Are program eligibility and enrollment requirements published online for the WTCHP Survivors program?
Yes.
The SOW details that the Offerors must provide sufficient evidence of the understanding of program eligibility and enrollment requirements however we were not able to locate this information in the source sought synopsis.
The Draft Statement of Objectives provides the link to the WTCHP website for further information regarding program eligibility and enrollment requirements: http://www.cdc.gov/wtc
7. Can you provide the incumbent(s) and contract numbers for this effort (2016-N-17764)? The "NOTE" on the RFI indicates there may be more than one awardee.
There is no incumbent.
Multiple awards are anticipated.
http://www.cdc.gov/wtc
The Government previously contracted for Outreach and Education, not specific to language, culture, or responder/survivor population. The previous awardees of Outreach and Education are as follows:
200-2014-61075 – Fealgood Foundation
200-2014-61084 – Tuesday’s Children
200-2014-61087 – New York Committee for Occupational Safety and Health
200-2014-61091 – Voices of September 11th
200-2014-61093 – 9 11 Environmental Action, Inc.
200-2014-61094 – Single Stop USA, Inc.
8. If this is not a new requirement, what is the current contract value and eligibility criteria for an offeror to recompete?
This is a new requirement.
9. Are there any clearance requirements?
In the event the government issues the subsequent solicitation, any and all requirements will be detailed in the solicitations.
10. Will this be a firm-fixed or time and material contract?
In the event the government issues the subsequent solicitation, a firm fixed price contract will be contemplated.
11. How does this interact with the upcoming WTCHP HPS solicitation which is still being finalized? Does this mean outreach/edu is not part of the HPS contract?
Outreach and education is not contemplated to be integral to the potential HPS contract.
12. Is the market research CDC is conducting related to the above referenced solicitation for responders and survivors is a re-compete or if they are new opportunities?
These are new opportunities.
13. I would like to confirm that responses to the market research should not include proprietary or confidential information, as stated on the FBO.gov page. Since the instructions in the attachments ask offerors to explain how they will reach target populations and outline strategies to reach the population, this clarification is important.
The attached SOOs are draft documents which will be finalized and included in a potential subsequent solicitation. Responses should not contain proprietary or confidential information.
