I. Purpose:

The purpose of this SOO is to provide outreach and education support to responders affected by the

Responders include, but are not limited to, individuals who conducted rescue, recovery, debris removal, or support services south of Canal and those who worked at the Staten Island Landfill or the Barge Loading Piers as part of the 9/11 response activities. For a full list of responder eligibility categories, visit: www.cdc.gov/wtc. Outreach and education shall be targeted towards the NYC metro area.

II. Scope or Mission:

NIOSH will consider proposals from organizations who can address the outreach and educational needs of the 9/11 responder populations in the NYC area. Proposals must prove an understanding and ability to reach the responder populations.

Offerors must clearly identify the focus population of their projects, specifically explain how they will reach the target population(s), and outline clear outreach and education strategies to reach their target population. Applicants must also provide sufficient evidence of their ability to reach and work with the target population, including an understanding of Program eligibility and enrollment requirements.

Evidence can include, but is not limited to:

Staffing capability – for example, ability to work with responder populations, or similar populations, and understanding of the target populations needs.

Examples of organizational materials produced to reach the target population, or similar populations. These do not need to be 9/11 specific materials.

Examples of any trainings provided to the target population, or similar populations. These do not need to be 9/11 specific trainings.

Providing a copy of your organization’s mission and history of work conducted within the target population, or similar populations. Providing examples of similar activities conducted by your organization.

Established links to other community partners or unions who may have contacts or assist the target population.

Note: Awards will be made to those offerors which demonstrate the best value to the government within funding availability. Proposals must include a list of all staff dedicated to the project, labor categories of staff, time commitment of all staff, and cost of the proposal dedicated to each labor category.

III. Period and Place of Performance: One year base with a one (1) year option period.

IV. Background:

The World Trade Center Health Program (WTCHP) is administered by the National Institute for

Occupational Safety and Health (NIOSH). Information on this program is available at http://www.cdc.gov/wtc.

The James Zadroga 9/11 Health and Compensation Act of 2010 established a Federal program to support monitoring and treatment benefits for emergency responders, recovery and cleanup workers of http://www.cdc.gov/wtc the September 11, 2001 terrorist attacks in New York City, the Pentagon, and in Shanksville, Pennsylvania, as well as residents, building occupants, and area workers who were adversely affected by the September 11, 2001 terrorist attacks in New York City. This SOO is limited to WTC responders involved in the NYC attacks. Outreach to Pentagon and Shanksville responders will be completed by

NIOSH staff.

Note: For more detailed descriptions of eligible responders and survivors, please refer to sections 3311

(responders) and 3321(survivors) of The James Zadroga 9/11Health and Compensation Act of 2010.

Under the Zadroga Act, section 3303, authorizes the following outreach and education activities:

- Establishing a public Website with information about the WTCHP;

- Holding meetings with potentially eligible populations;

- Developing and disseminating outreach and education materials about the program; and

- Establishing telephone information services.

Further, the Zadroga Act specifies that these activities will be conducted in a manner intended to reach all affected populations and include materials for culturally and linguistically diverse populations.

V. Performance Objectives:

1. Develop, coordinate, and manage outreach and education strategies and activities for recruitment of eligible responders into the WTCHP.

2. Involve community groups, where applicable, to reach a broad population of responders. These community groups can include, but are not limited to, union and retiree groups.

3. Meet the outreach and education needs of current members, and those seeking enrollment, through culturally and linguistically appropriate educational materials.

4. Coordinate activities with the WTCHP designated NIOSH individual(s).

5. Notify NIOSH and appropriate WTCHP entities in advance of meetings so that attendance can be arranged by NIOSH staff and outreach partners if appropriate.

6. Attend meetings organized by NIOSH to coordinate activities with Centers of Excellence and other awardees.

7. Provide NIOSH with interim and bi-annual progress reports. The reports will include information such as a description of the number of individuals identified, the number of outreach meetings held, and the number of educational materials created and distributed.

VI. Operating Constraints:

Collaborate with appropriate WTCHP entities, including NIOSH, data centers, clinical centers of excellence, the New York City World Trade Center Health Registry, and the responder and/or survivor steering committees. Duplication of outreach meetings with groups already being served by a WTC data center or clinical center should be avoided unless it is a joint outreach function.
