About this file
This is a Solicitation Questions & Answers (Q&A) document for Contract Opportunities Notice ID 20155873 regarding USBP Sumas Horse Boarding Services. The document clarifies requirements and contractor obligations for a new horse boarding facility contract. Key clarifications include: the contractor must provide and pay for all hay (tested to meet SOW requirements), while the Government provides supplements, grains, minerals, veterinary supplies, and medication. Run-in shelters within paddocks are acceptable if they meet minimum specifications of 12'x12' with three-sided enclosure, a roof, and a gate to secure horses; paddocks must be separate and cannot share fencelines with non-government animals, with only one horse per paddock. Stalls require a minimum 12'x12' covered awning area, though outside runs do not require coverage. Contractor-provided veterinary care such as deworming, fecal counts, and vaccinations are explicitly excluded from quotation requirements.
The contract is structured as firm-fixed-price with no provisions for cost adjustments due to fluctuating input costs, such as hay price increases. This is identified as a new requirement with no incumbent or recompete component. Contractors should exclude optional veterinary services from their quotes and focus quotations solely on required boarding services and supplies as specified in the Statement of Work.

USBP Sumas Horse Boarding Services Question
The wording suggests that the BP would be supplying their own hay and grain. Our hay is tested by our on-site veterinarian and meets the requirements mentioned in the SOW.
Should I NOT include hay costs in the quote?
Answer The contractor shall provide hay and all costs for hay shall be included in the quotation. (See SOW section 5.1.1 for hay requirements). Per SOW section 7.1, the Government will be providing supplements, grains, minerals, veterinary supplies and medication.
Does an individual paddock with a run-in shed meet your "shed row" requirements, provided the shelter area is 12x12? Given our paddocks are approximately 70'x30', is the primary requirement a 12x12 roofed structure within that space?
*Run-in shelters located within a paddock are acceptable. Run-in shelter must be a minimum of 12’x12’ with three-sides enclosed and a roof that covers the entire shelter.
*Shelter must have a gate to secure the horse inside the shelter when necessary.
*Only one horse allowed per paddock/run-in shelter.
*Paddocks must be separate from other horses or animals at the facility and cannot share a fenceline with any non-government owned animals located at the facility.
If we experience a dramatic increase in the cost of the required, tested hay (e.g., 30–50%), is there a formal protocol or process for reimbursement to cover these changing operating costs?
No. The contract type for this requirement is firm-fixed-price which provides for a total contract price that is not subject to any adjustment on the basis of the contractor’s experience in performing the contract.
We have a veterinary clinic onsite and I added basic costs like deworming, fecal counts and vaccinations in my last quote. Should these things NOT be added to the quote?
Should I provide a separate document with these options as add ons?
The awning for the stalls states 12ft x 12ft awning but is that in addition to the stall itself? Our stalls are 12x12 inside the barn and they open up to a larger run. The stall itself is covered. Does part of the outside run also need to be covered?
Is there any incumbent/recompete or this is a brand-new project?
Contractor provided veterinary care (e.g., deworming, fecal counts, and vaccinations) is not a requirement of the SOW and shall not be included as part of any quote.
In this scenario, the outside run does not need to be covered. Per SOW section 4.1.e, stalls must have a minimum of a twelve feet
(12) by twelve feet (12) covered awning area.
This is a new requirement.
