About this file
This is a Solicitation Questions & Answers document for Contract Opportunities Notice ID 20155873 regarding USBP Sumas Horse Boarding Services. The document addresses four clarifying questions from potential contractors regarding service requirements and facility specifications.
Key clarifications include: (1) contractors must include all hay costs in their quotations, as hay is a contractor-provided item meeting SOW section 5.1.1 requirements, while the Government will provide supplements, grains, minerals, veterinary supplies, and medication per SOW section 7.1; (2) contractor-provided veterinary care such as deworming, fecal counts, and vaccinations are not SOW requirements and shall not be included in quotes; (3) stalls must have a minimum 12-foot by 12-foot covered awning area per SOW section 4.1.e, with outside runs not requiring coverage; and (4) this is a new requirement with no incumbent or recompete involved. The document serves to clarify ambiguities in the SOW and pricing expectations for prospective bidders.

USBP Sumas Horse Boarding Services Question
The wording suggests that the BP would be supplying their own hay and grain.
Our hay is tested by our on-site veterinarian and meets the requirements mentioned in the SOW. Should I NOT include hay costs in the quote?
Answer The contractor shall provide hay and all costs for hay shall be included in the quotation. (See SOW section 5.1.1 for hay requirements). Per SOW section 7.1, the Government will be providing supplements, grains, minerals, veterinary supplies and medication.
We have a veterinary clinic onsite and I added basic costs like deworming, fecal counts and vaccinations in my last quote. Should these things NOT be added to the quote? Should I provide a separate document with these options as add ons?
The awning for the stalls states 12ft x 12ft awning but is that in addition to the stall itself? Our stalls are 12x12 inside the barn and they open up to a larger run. The stall itself is covered. Does part of the outside run also need to be covered?
Is there any incumbent/recompete or this is a brand-new project?
Contractor provided veterinary care (e.g., deworming, fecal counts, and vaccinations) is not a requirement of the SOW and shall not be included as part of any quote.
In this scenario, the outside run does not need to be covered. Per SOW section 4.1.e, stalls must have a minimum of a twelve feet (12) by twelve feet (12) covered awning area.
This is a new requirement.
