About this file
This document is a Solicitation Questions & Answers (Q&A) for Contract Opportunities Notice ID 20155126, USBP Willcox Water Treatment Services.
The Q&A addresses ten key inquiries regarding laboratory analytical requirements and contractor responsibilities. Regarding laboratory accreditation, the Government clarified that while accreditation requirements fall outside CBP's purview, contractors must utilize laboratories that satisfy SOW sections 10.3(b) and 10.3(c); NELAC/NELAP accreditation by recognized authorities is acceptable, though Arizona state-specific certification requirements were not explicitly addressed. On contractor structure, the Government confirmed that a prime contractor with WCTI licensing held by a subcontractor is acceptable provided documentation is submitted with the quotation and the prime remains fully responsible for performance. The existing Water-CTI system specifications include 160 tons of cooling capacity, a unit weight of 16,020 pounds, and 800-gallon closed loop water capacity. Regarding analytical scope, the Government confirmed that pricing shall be based solely on the line items, parameters, and methods listed in the Government-provided pricing sheet with no additional analytes or testing panels required; all collection and testing parameters shall comply with WCTI requirements per SOW sections 4l through 4p. The contractor bears full responsibility for sample collection and any necessary shipment from external laboratories. The Government declined to provide previous award history, incumbent contractor information, or estimated annual sample quantities, directing all quotations to conform to current SOW requirements.
