Statement of Work (SOW)

U.S. Customs and Border Protection (CBP) United States Border Patrol (USBP)

Tucson Sector (TCA)

Willcox Border Patrol Station Full-Service Water Treatment Services

1. BACKGROUND:

The Facilities Management Office at the USBP Tucson Sector Headquarters requires a service contract that will properly maintain the Air Conditioning cooling tower water treatment system for the Willcox Border Patrol Station.

2. SCOPE:

It is the intent of the U.S. Border Patrol Tucson Sector to establish a contract for water treatment services of the Water Conservation Technology International, Inc. (WCTI) System at the Willcox Border Patrol Station located at 200 South Rex Allen Jr. Road Willcox, AZ 85643.

3. APPLICABLE DOCUMENTS:

Commercial standards shall be used wherever practicable.

4. SPECIFIC TASKS:

The Contractor shall complete the following tasks as required to comply with this SOW:

a. Provide a minimum of one (1) service visit per month performing the tasks listed below.

Contractor shall coordinate schedule of visits with the Program Management Office (PMO) Point of Contact (POC) after award.

b. Take water samples.

c. Analyze water samples.

d. Inspect and evaluate pre-conditioning water softening equipment.

e. Add algaecides and biocides as needed.

f. Inspect tower wet deck, basin, sump screen and spray nozzles.

g. Clean tower wet deck, basin, and sump screen and spray nozzles as needed.

h. Record all temperature and head pressure readings when accessible.

i. Annually drain and clean cooling tower basin

j. Monitor closed-loop corrosion inhibitor levels. Replenish up to five (5) gallons annually that may be required under normal operating conditions. (Normal operating conditions is defined as less than 10% chemical loss).

k. Upon the request of the PMO POC listed below in section 11, completely winterize cooling towers and condensers that do not operate on a year-round basis. Prepare winterized equipment for spring start-up.

l. Maintain corrosion levels of less than .5 mils/year (MPY) for mild steel.

m. Maintain pH levels at between 9.0 and 10.0.

n. Maintain silica levels at greater than 200 mg/l.

o. Maintain conductivity at greater than 10,000 microsiemens per centimeter (µS/cm). (if tower operating system and environmental conditions permit). Contractor shall notify PMO POC if conductivity range cannot be met and a plan for resolution shall be presented by the contractor.

p. Maintain less than 30.09 mg/l hardness.

q. Maintain zero tower bleed at designed specifications.

r. Provide detailed written service report to Customer at the completion of each service.

s. Notify the PMO POC 48 hours in advance of when services are intended to be performed.

t. The contractor shall provide all labor, materials, equipment, transportation engineering, and all necessary equipment to conduct maintenance of the water tower.

4.1 Testing.

The Contractor shall test and certify the functionality of the water system and equipment prior to departing after each service visit.

5. DELIVERABLES AND DELIVERY SCHEDULE:

The Contractor shall establish a work log at the site of all results and work completed and provide an electronic copy of the documents to the PMO POC within 30 (thirty) business days after each monthly service visit. PMO POC contact information will be provided at award.

6. GOVERNMENT-FURNISHED EQUIPMENT/MATERIALS AND INFORMATION:

The Government will provide the existing cooling tower for maintenance purposes as well as salt.

7. PLACE OF PERFORMANCE:

The place of performance shall be at the U.S. Border Patrol Station in Willcox, AZ located at the following address: 200 South Rex Allen Jr. Road Willcox, AZ 85643

8. PERIOD OF PERFORMANCE:

The period of performance for this requirement shall be a one-year base-period with 4 (four) separate one-year option periods as follows:

Base-Year: 04/01/2026 - 03/31/2027

Option Year 1: 04/01/2027 - 03/31/2028 Option Year 2: 04/01/2028 - 03/31/2029 Option Year 3: 04/01/2029 - 03/31/2030 Option Year 4: 04/01/2030 - 03/31/2031

Option Years will be exercised at the sole discretion of the Government based on continuing needs and requirements.

9. SECURITY:

a. There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

b. The U.S. Border Patrol Checkpoint facilities are a 24/7 operations and as such alien detainees and U.S. Officers will be present within the buildings and compound areas at all times. All Contractor activities must be coordinated with the PMO POC, to ensure the work is completed and will have little impact on the operation of the facility.

c. The Contractor shall at all times conduct all operations in a safe manner and in accordance with safety plans. The Contractor shall comply with all applicable portions of the latest Occupational Safety and Health Administration standards.

d. The contractor shall ensure that their employees strictly observe the laws of the United States or other governing body affecting all operations at all sites. This shall include regulations imposed by the CBP and Border Patrol.

10. SPECIAL CONSIDERATIONS:

10.1 Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer as coordinated by the PMO POC. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.

10.2 Travel

Any and all travel costs necessary to support the tasks identified in this SOW are the responsibility of the contractor. This is a firm-fixed-price type contract with travel costs not being reimbursed separately by the Government.

10.3 Contractor Qualifications and Workmanship

a. The contractor shall be subject to existing laws, regulations, Executive Orders, and provisions of this contract. The contractor shall not employ aliens unauthorized to be employed in the United States, to work for, under, or within this contract. The contractor shall ensure that this provision is expressly incorporated into any and all subcontracts or subordinate agreements issued in support of this contract.

b. The contractor shall obtain and maintain in effect all necessary permits, certifications and licenses required by Federal, State, or local government, or subdivisions thereof, or of any other constituted public authority. Further, the contractor shall obey and abide by all applicable laws and ordinances.

c. WCTI equipment includes proprietary/patented technology. Accordingly, only persons experienced and trained/certified, including knowledge of WCTI are allowed to work under this contract. The contractor shall provide evidence of being a WCTI licensed dealer or other evidence of authorization from WCTI to work on this system with the submission of their quotation. The person(s) shall be capable of constructing, troubleshooting, repairing and installing according to all National, Federal, State and Local Building Codes. The contractor is responsible for providing all training that may be required to perform the work of this contract.

d. All work shall be performed in a professional and workman-like manner. All work shall be performed in accordance with any applicable building codes and professional industry standards.

e. The contractor shall initiate no publicity concerning this work and shall direct all inquiries to the PMO POC and/or Contracting Officer (CO). Neither the contractor nor his/her representatives shall release any material of any nature obtained or prepared under this contract without the specific written approval of the PMO POC and CO.

f. The contractor shall not be restricted in any way from releasing information in response to a subpoena, court order or legal process, but shall notify the PMO POC and CO of the demand for information before the contractor responds to such demand.

11. POINTS OF CONTACT (POCs)
