About this file

This document is a Solicitation Questions & Answers (Q&A) document for Request for Quotation (RFQ) Notice ID 20151445 for the OFO Sasabe Canopy Cover, dated 06/10/2025. The Q&A addresses six key clarification points regarding a canopy cover project for the U.S. Customs and Border Protection (CBP) Office of Field Operations at the Sasabe Port of Entry in Arizona. Key clarifications include confirming the exact canopy dimensions as 20' x 40', allowing equivalent engineered frames that meet wind and seismic requirements, maintaining the original Statement of Work (SOW) specifications for shade fabric, and confirming this is a Lowest Price Technically Acceptable (LPTA) acquisition.

The solicitation is a small business set-aside for prefabricated metal building component manufacturing (NAICS code 332311), with quotation submissions due by Thursday, June 12, 2025 at 5:00 PM EDT. Quotations must be emailed to the Contracting Officer Benjamin Dorgan, including a technical and management approach, pricing details, and three references. The government will evaluate quotations based on technical approach, past performance, and price, with the intent to award a purchase order to the lowest-priced technically acceptable quoter that meets all solicitation requirements.

SOLICITATION QUESTIONS & ANSWERS (Q&A)

RFQ Notice ID 20151445

OFO Sasabe Canopy Cover As of 06/10/2025

Q1: The written SOW specifies a 20' x 40' canopy, but the aerial image in the bid documents appears to depict a 40' x 50' area. Can you please confirm the exact required canopy dimensions?

A1: 20’ x 40’ are the correct required canopy dimensions. The red area in the aerial image provided within the SOW is an approximation of the footprint where the Government requires the canopy to be installed within (starting nearest the sidewalk and then extending towards the border).

Q2: The SOW references a “24” Bi-Beam Heavy Wall ASTM Zinc Tubular Steel” frame. Can you clarify if “bi-beam” refers to a specific structural configuration, or would an equivalent engineered frame that meets the stated wind and seismic requirements be acceptable?

A2: An equivalent engineered frame that meets the stated wind resistance and seismic requirements is acceptable.

Q3: Would the Government consider accepting a 12 oz, flame-retardant commercial shade fabric or a comparable commercial-grade shade fabric that meets all performance and flame-resistance standards? Or, is the 18 oz PVC requirement mandatory?

A3: There will be no change to the SOW requirements; all quotations must meet or exceed the SOW’s required salient characteristics.

Q4: I am working on this opportunity and the manufacturer has some questions that need to be clarified to proceed with your requirement. To quote your canopy we will require a sketch.

A4: A sketch will not be provided by the Government. Quotation development is the responsibility of each quoter.

Q5: Can you confirm the minimum insurance requirements for this project (e.g., general liability, workers’ comp, auto, umbrella, etc.)?

A5: Pursuant to Federal Acquisition Regulation (FAR) 28.306, the Government is not concerned with the contractor’s insurance coverage due to the contract being a firm-fixed-price contract.

Q6: Will the Government be making an award directly from this round of quotes, or should we expect a shortlist or follow-up round? Please confirm whether this is a Lowest Price Technically Acceptable (LPTA) evaluation as stated.

A6: Please see FAR 52.212-2 included within solicitation attachment 2 for the evaluation criteria and methodology applicable to this acquisition. Yes, this is a LPTA acquisition.
