ATTACHMENT 6 Sample Task Order 3

STATEMENT OF WORK

Domain 3: Policy Dissemination

Background and Need

Rising costs to vaccinate a child have led to an increasing strain on already stressed state and local health department budgets, compromising their capacity to provide essential public health services. The schedule of recommended routine child and adolescent vaccines is more than double the number in 1980. Costs for newer vaccines are much higher. Federal funding has decreased. Some states have become “less inclusive” with their immunization programs to offset financial constraints. For example, Alaska eliminated funds for adult vaccines, North Carolina eliminated universal childhood vaccine programs, California cut $18M from vaccine programs, and Indiana county health departments can no longer provide vaccines to anyone with insurance.

The purpose of this sample task order is to provide an opportunity for Offerors to demonstrate their capacity to disseminate key policy issues through:

1. Formative research in order to inform materials production and communication/capacity building activities

1. Materials production

1. Communication and capacity building activities at the individual, organizational, and system level

Objectives

The purpose of this task order is to utilize formative research, materials production, and communication/capacity building activities to support local public health departments in establishing or improving reimbursement policies and practices from health insurance companies for immunization services provided to fully insured patients. Establishing or improving local health department reimbursement policies and practices may help relieve some of the financial strain experienced by local health departments, while ensuring access to needed vaccines.

Task 3: Quarterly Progress Reports

· On the tenth (10th) day following the 3-month period being reported, the contractor shall prepare and submit a quarterly progress report containing the current status of work and a financial status report. The report shall contain, at a minimum, the current progress on each of the requirements set forth below, the financial status of the project, problems encountered during the month, solutions implemented, planned activity for the upcoming month and any other information mutually agreed upon by the contractor and the CDC COR.

Task 4: Formative Research:

The Offeror shall lay out a plan for developing a document that:

1. Identifies local health departments which have already implemented reimbursement policies and practices from health insurance companies – submit in data base form and in a written report to CDC

1. Summarizes key implementation stages, successes, challenges and lessons learned from a subgroup (no more than 9) of these local health departments – summarize in written report to CDC

1. Identifies and utilizes experts, who understand the type of capacity building needed within a local health department to support the successful adoption of reimbursement policies and procedures, to inform a marketing plan and a capacity building plan

1. Includes a marketing plan to heighten the awareness of local health department administrators of the possibility of improving their health department’s financial standing by receiving reimbursement for immunization and vaccine services provide to patients who have health insurance.

1. Includes a capacity building plan for local health departments in two states that includes training and TA, but also addresses key organizational policies, procedures, resources and leadership issues that need to be addressed. The contractor may choose the states.
