STATEMENT OF WORK (SOW)
United States Department of Homeland Security (DHS) Customs and Border Protection (CBP)
United States Border Patrol (USBP) El Centro Sector (ELC)
Multiprotocol Label Switching (MPLS) - Circuits & Internet Services
1. BACKGROUND:
The El Centro Sector Office of Information Technology (OIT) currently oversee the communications of 4 locations that require connection to a broadband circuit providing internet services. These 4 locations have previously received service through T1 connections for locations 2, 3 and 4 listed below; location 1 had (3) T1 connections as indicated in Section 4. Each T1 has a speed of 1.5 Mbps.
2. SCOPE:
Contractor shall take all actions necessary to provide circuit/broadband internet services as outlined in section 4 below at four (4) locations located within the ELC area of responsibility.
3. APPLICABLE DOCUMENTS:
Commercial standards shall be used wherever practicable.
4. SPECIAL TASKS / DELIVERABLES
4a. The Contractor shall provide MPLS services and corresponding necessary equipment to meet the requirements as listed for the locations below. Alternative solutions to MPLS are acceptable as long as the connections are secure in a point-to-point arrangement. Contractor must link locations 2, 3, and 4 with location 1 due to location 1 being the main hub for the other 3 locations.
i. Location 1: El Centro Sector 221 W. Aten Rd, Imperial, CA 92251
• Band Speed of 4.5 Mbps – with equipment to have 3 Port Connection
• Vendor must provide a 1200 GB data allowance per month
ii. Location 2: Calexico Station 536 Barbara Worth Rd, Calexico, CA 92231
• Band Speed of 1.5 Mbps – with equipment to have 1 Port Connection.
• Vendor must provide a 400 GB data allowance per month
iii. Location 3: Indio Station 45620 Commerce St, Indio, CA 92201
iv. Location 4: Kane Springs 3900 W. Hwy 86 Checkpoint, Westmorland, CA 92281
5. GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND INFORMATION (GFI):
The Government does not anticipate providing any GFE or GFI.
6. PLACE OF PERFORMANCE:
The Contractor shall provide services at the four (4) locations as outlined above in sections 4a., i.
though iv.
7. PERIOD OF PERFORMANCE:
The overall period of performance shall consist of one base-year and four separate one-year option periods as outlined below. Specific dates will be provided at award:
Base Year: 12 months Option Year 1: 12 months Option Year 2: 12 months Option Year 3: 12 months Option Year 4: 12 months
Exercising of option periods is solely at the discretion of the Government based on continuing need and requirements.
8. SECURITY:
During all operation on Government premises, the Contractor and /or Contractor’s personnel shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility. The contractor shall not enter any area to which access is restricted, unless specifically authorized in writing by the contracting officer.
9. SPECIAL CONSIDERATIONS:
9.1 Changes to the SOW
No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
9.2 Travel
Travel is not required to support the tasks identified in this SOW.
10. Points of Contact (POCs)

The Contracting Officer is the only individual with the authority to amend this contract.
