About this file

This document is a Request for Proposal (RFP) issued by the U.S. Customs and Border Protection (CBP), an agency within the Department of Homeland Security, for the procurement of 10 untrained canines in support of the CBP Office of Training and Development.

The RFP outlines the technical requirements for the canines, as detailed in the Statement of Work, and the evaluation criteria to be used in the source selection process. The evaluation will be conducted in three phases, with Phase I being a pass/fail assessment of breed conformance and availability date, Phase II a tradeoff between non-price factors such as open orders, past performance, and price, and Phase III a technical evaluation of the canines delivered by the top-ranked offeror. The Government intends to make a single firm-fixed-price award to the offeror whose quote is most advantageous. The RFP is set aside for small businesses under NAICS code 112990, and the estimated Notice to Proceed issuance date is July 5, 2024.
