About this file

This document contains contract terms and conditions for the State of Maine Department of Health and Human Services, Health and Environmental Testing Laboratory, for the procurement of defibrinated blood products. The contract covers three types of defibrinated blood products: rabbit blood in 50 milliliter quantities supplied bi-weekly, sheep blood in 100 milliliter quantities supplied every four weeks, and horse blood in 100 milliliter quantities supplied on an as-needed basis. The contract period is one year from the date of award, with the option for the Director of the Division of Purchases to extend the contract for additional one-year periods with contractor consent. The State reserves the right to increase or decrease quantities on an as-needed basis. All shipments must arrive during morning hours to allow for immediate refrigeration, and contractors are responsible for ensuring products arrive in first-class condition with the longest possible shelf life.

The estimated annual contract value is $5,000, though the actual value will depend on quantities ordered during the contract period. Prices must remain firm throughout the contract duration, with any price reductions applying to all subsequent shipments. All pricing must include transportation charges with delivery to the specified destination. The State of Maine requires vendors to accept the State Procurement Card as payment with no surcharges permitted. Contractors must submit separate invoices for each order within 30 days of delivery, referencing the delivery order number, contract number, and vendor customer number. The State is exempt from federal excise taxes and state sales taxes. The Director of Purchases reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms. Questions regarding the solicitation must be submitted through the official Question and Answer link on the solicitation details page.
