About this file
This document is a Scope of Work (SOW) for the installation of a standalone dispatch system at the Coast Guard National Capitol Region Air Defense Facility (NCRADF) in Arlington, VA.
The key requirements include providing and installing one automated dispatch system central control console, three additional remote launch/dispatch initiating consoles, necessary servers and connections, five multi-color light towers, six lights and speakers with red night vision lighting in crew berthing areas, and additional speakers and light towers in various pilot and aircrew spaces. The system must interface with the existing AVAYA phone system to trigger the scramble/dispatch klaxon. The vendor will also install an LED signboard to display dispatch information and provide onsite training as well as annual maintenance/warranty services. The SOW outlines site visit requirements, contracting officer representative information, safety and environmental protection standards, and other administrative details. This SOW is associated with a federal contract opportunity for a "Standalone Dispatch System" issued by the Department of Homeland Security U.S. Coast Guard.

SCOPE OF WORK
Coast Guard National Capitol Region Air Defense Facility (NCRADF) 3101 Thomas Ave Hangar 5 Arlington, VA 22202
1. GENERAL REQUIREMENTS: Install a standalone dispatch system that does not require any direct computer aiding or connections to a computer and has no wireless or radio integration. The system should allow for manual alerting and dispatch using a standalone console, and the system will be capable of being activated from numerous locations using standalone consoles. The Coast Guard desires three individual dispatch consoles that will be installed at offsite locations determined by the Coast Guard to initiate the dispatch. When an alert/dispatch is activated, the system should connect to both CG provided speakers (via an Avaya phone intercom) and additional vendor provided speakers to sound the klaxon and initiate the dispatch. Additionally, the vendor will provide 5, multi color light towers which will activate a blue, green, yellow, or red light depending on the type of dispatch / scramble. One light tower will be installed inside the aircraft hangar and the second tower will be installed outside on the flight line. Additionally, the system will connect to 6 pairs of vendor provided lights and speakers in the crew berthing areas that will allow crews to visually see and hear that there is a dispatch while allowing their night vision to adapt (i.e, red lights) as well as five additional pairs of each speakers in the various pilot and aircrew spaces. The vendor will also provide an LED signboard that will connect to the system and allow the crews to see either the type of mission, or the time elapsed since the dispatch was initiated. Vendor will be responsible for training Coast Guard and/or DoD personnel on the proper use and maintenance of the system. The vendor’s installation personnel will be required to have active security clearances in order to enter classified government spaces for installation.
