Sole Source Determination

For actions above the micro-purchase threshold but not exceeding the SAT

1. Nature and/or description of the item/service being procured and anticipated cost:

The mission of Air and Marine Operations (AMO) Critical Incident Response Team

(CIRT) is to offer confidential assistance and support to all AMO employees in times of personal need or due to traumatic incidents, and to refer employees to necessary resources for follow-up care.

The objective of the AMO CIRT is to minimize psychological trauma that AMO employees may experience throughout their career and render assistance in an attempt to accelerate normal recovery to abnormal events, some of which are unique to AMO.

AMO employees and support staff have been trained and certified as CIRT members provide support services. A certified CIRT member is not a licensed counselor or therapist, but acts as a peer support provider, offering information and an opportunity to obtain information and direction to resolve emotionally charged matters in a confidential setting.

An essential element of CIRT member training is the concept of Critical Incident Stress

Management (CISM), which has been utilized successfully with responders worldwide. CISM was incorporated into the CIRT training curriculum and was tailored specifically for AMO’s law enforcement workplace environment by Dr. Tania Glenn, who has served as AMO’s Clinical

Director since 2009. Since that time, Dr. Glenn has provided initial and recurrent training, has responded with the team to incidents, and has provided employees with mental health services.

In 2016 Dr. Glenn developed a unique model for crisis intervention with first responders entitled “TEN FOUR” which stands for “Triage-Educate-Normalize-Free dialogue-Organize thoughts-Understand the big picture-Restore resilience”. The “TEN FOUR” model (which is only taught and has been copyrighted by Dr. Glenn) was immediately incorporated into AMO’s

CIRT training, and has proven to be an effective method for CIRT members to render assistance to AMO employees who were engaged in numerous traumatic incidents over the past several years.

In order for AMO to continue to provide confidential assistance and support to their employees in times of personal need or due to traumatic events, it is necessary to procure a five-year contract with Dr. Glenn at an estimated cost of .

This would include phone consultations, responses to critical incidents (estimated at 10 per year), annual and new member training, and participation in Police Week.

It is necessary to contract Dr. Tania Glenn and Associates on a non-competitive basis specifically due to Dr. Glenn’s extensive work with public safety and military individuals. In her practice, Dr. Glenn has worked with law enforcement, fire, EMS, military and aviation and marine professionals, concentrating on the recovery of individuals with Post-traumatic Stress

Disorder.

Since 2009, Dr. Glenn has developed the CIRT program with AMO to meet the specific needs of aviation and maritime individuals and the traumatic stress relegated to critical incidents during the course of duty. She and her team of professionals experience includes immediate response in providing traumatic stress management services after the Oklahoma City bombing in

1995, the attacks on the World Trade Center in 2001, and numerous other incidents including line of duty deaths and suicides of emergency personnel.

The Trauma Defense Team (TDT) of Dr. Glenn and Associates provides trauma-based prevention and intervention services, workplace violence prevention and intervention, crew resource management, workplace cultural analyses and team building. Dr. Glenn’s TDT will respond to an incident within twenty-four (24) hours of notification. This team is specifically trained to assist in mitigating stressful traumatic incidents in order to reduce the damaging effects the event can have on personnel and the workplace environment.

Dr. Glenn and Associates’ extensive knowledge of the specific needs of AMO began with critical incident stress management services for one week to the personnel at the Air and Marine

Operations Center (AMOC) during the aftermath of September 11, 2001. Additionally, Dr.

Glenn intervened with the employees at the former Customs National Aviation Center (CNAC) after a fellow pilot was killed unexpectedly. In the aftermath of Hurricane Katrina in 2005, Dr.

Glenn provided critical incident stress management and scene support during three separate deployments to employees of the New Orleans Air and Marine Branch.

The experience of Dr. Tania Glenn and Associates with the specific needs of law enforcement personnel, directly with AMO is unmatched.

The impact on CIRT and AMO if this contract is not granted as a part of Fiscal Year

2019 would result in a regression of the support skills created and set in motion by Dr. Glenn and

Associates. If the program is not continued on a consistent and contractual basis, AMO runs the risk of providing outdated information on job-related critical incidents to their employees. In tandem with the mission to protect the homeland is the mission to protect the employees who serve AMO.

Dr. Glenn and her team have built an invaluable relationship with AMO during the darkest hours of our nation’s more prevalent tragedies. It is this trust and willingness to serve that it is unfathomable that another contractor would be able to meet the standards that Dr. Glenn has set forth in regards to the health and wellness of aviation and maritime personnel.

The unique knowledge Dr. Glenn and Associates with the specific needs of AMO is borne from years of assisting AMO law enforcement officers during times of high and unusual traumatic events associated with aviation and maritime personnel. Her published “TEN FOUR” model is the established standard from which AMO CIRT currently operates.

Additionally, Dr. Glenn has worked with various public safety, military and private corporations around the world. Each have utilized and benefited from this very specific service provided by Dr. Glenn.

AMO is seeking contractor support for deployment of a licensed clinician for rapid and emergency response training and deployments over an annual basis.

Cost estimates for the contractor support were generated from past orders and market research of vendors from the GSA Schedule. The annual costs depicted below represent an estimate of 500 hours usage.

A general google search of private practice clinicians indicates that the average rate per hour charged is between $150 and $200.

Based on the aforementioned costs, AMO finds that the current costs associated with Tania

Glenn & Associates are fair and reasonable when compared to the other GSA approved vendors.
