Statement of Work
Project Title: Health Registry of Gulf Coast Temporary Housing Unit Residents
Introduction The Agency for Toxic Substances and Disease Registry (ATSDR) was created by Congress in Superfund legislation passed in 1980 and reauthorized in 1986. ATSDR is part of the Public Health Service and has its headquarters in Atlanta, Georgia. The mission of ATSDR is to prevent exposure and adverse human health effects and diminished quality of life associated with exposure to hazardous substances from waste sites, unplanned releases, and other sources of pollution present in the environment.
Background and Need ATSDR will be developing a registry to allow FEMA, ATSDR, and CDC to remain in contact with the residents and former residents of temporary housing units provided by FEMA and provide them updated information about short and long term health effects of their exposure. The registry will facilitate communication of what we know regarding health effects so people can make informed decisions about their health. Additionally, the registry could enable assessment of health impact on residents, provide a mechanism to inform them of programs developed to address their health concerns, and facilitate periodic health monitoring. The registry will provide ATSDR, CDC, and other scientific organizations access to a cohort of individuals with documented prolonged exposure to elevated air concentrations of formaldehyde for more in-depth studies.
Purpose The purpose of the ‘Health Registry of Gulf Coast Temporary Housing Unit Residents’ is to ensure that FEMA, CDC, and ATSDR have the ability to contact persons who resided in temporary housing units provided by FEMA after hurricanes Katrina and Rita and who may have been exposed to unsafe levels of formaldehyde during the time they resided in these units. This database will contain data on eligible registrants such as contact information, demographics, health status, and details of documented exposure. The registry will serve as a comprehensive basis for short- and long-term health surveillance and allow FEMA and ATSDR to provide information about health concerns and efforts to address those concerns to the affected population. It may include information about as many as 100,000 – 400,000 individuals.
Period of Performance from date of award through – December 15, 2008
