About this file

This is a sealed bid solicitation document from the State of Maine, Department of Administration, Division of Purchases, for the procurement of torque wrenches. The State requested sealed bids for a one-year contract to supply 52 split beam torque wrenches with a deadline of August 14, 2008. The wrenches must be split beam design with a measuring range of 200-600 foot-pounds, square drive configuration, approximately 48 inches in overall length, and graduated scales in 10 foot-pound increments. All units must be constructed entirely of steel with nickel or chrome plating finish and capable of measuring torque from either left or right-hand application. The split beam design must remain slack when stored. Compliance with ANSI B107.14M and GGG-W-686C standards is mandatory, and a minimum one-year warranty covering workmanship and materials is required. Sealed bids must be submitted to the Division of Purchases, Room 119, 9 State House Station, State Office Building, Augusta, Maine.

Bidders must submit separate unit prices for each item with all prices including transportation charges, trade discounts, and quantity discounts delivered to the destination. The State is exempt from Federal and Maine State Sales and Use Taxes. Cash discounts of 20 days or more are considered in determining the low bidder, while discounts under 20 days will not be evaluated. The State reserves the right to reject any or all bids and award to the lowest responsible bidder based on best value considerations including quality, conformity with specifications, delivery date, and ultimate cost. In case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. The Division reserves the right to increase or decrease quantities by up to 10 percent. Manufacturers, importers, suppliers, or distributors of hazardous chemicals must provide current Material Safety Data Sheets as required by Maine's Chemical Substance Identification Law.
