About this file
This is a Bid Terms and Conditions document issued by the State of Maine, Division of Purchases, for the procurement of specialty lumber to meet the needs of various state agencies and institutions. The contract period is one year, running from approximately April 1, 2008 through March 31, 2009, with the State reserving the right to renew for two additional one-year periods with contractor consent. The scope requires furnishing specialty lumber including 4/4 Ash, 8/4 Ash, and 4/4 Birch lumber, all #1 common or better grade, kiln dried with 6-8% moisture content, in widths of 4 inches and up in board lengths of 6 to 10 feet. All lumber must be delivered rough with no planed surfaces, metal banded and wrapped for protection. The estimated annual contract value is approximately $45,000, though the actual value may be higher or lower depending on state agency orders. No specific response deadline, due date, bidders' conference, or award date is mentioned in the document.
Pricing must remain firm throughout the contract duration, with all prices including transportation charges on an F.O.B. Destination basis. The State of Maine requires acceptance of the State Procurement Card as payment with no surcharges permitted, and reserves the right to reject bids from vendors unwilling to accept this condition. Vendors must provide documentation detailing delivery times and procedures, including the number of delivery days from order receipt. Separate invoices are required for each order and must be issued within 30 days of delivery, referencing the contract number and delivery order number. The State is exempt from excise taxes and will provide exemption certificates upon request. Contractors must submit annual or periodic detailed summaries of purchases made under the contract. The State reserves the right to cancel contracts with thirty days' written notice or immediately if the contractor fails to conform to bid terms and conditions. Additionally, contractors are expected to extend contract pricing to Maine political subdivisions and school districts, with their willingness to do so being a consideration in the award decision. The contact for this bid is Phillip Bort at the State of Maine Division of Purchases.
