About this file

This is a bid specification document for the State of Maine Health & Environmental Testing Laboratory (HETL) procurement of laboratory supplies, specifically Serum Western Blot Kit and Serum HIV 1-2-0 Kit reagents. The contract is issued for a one-year period from July 1, 2008 through June 30, 2009, with the State of Maine reserving the right to renew for two additional one-year periods with contractor consent. The document does not specify item quantities, as the contract is structured to cover all quantities ordered by state agencies during the contract term. No response dates, due dates, site visits, or bidders' meetings are identified in the specification document.

Pricing shall remain firm for the entire contract duration with an estimated yearly value of approximately $20,000, covering all transaction charges and F.O.B. destination delivery. Prices are final regardless of payment method, and contractors are required to accept the State of Maine Procurement Card with no surcharges permitted. The State is exempt from federal excise taxes and state sales taxes. Delivery orders of $5,000 or less are emailed directly to vendors as PDF files by the using agency, while larger orders require Division of Purchases approval and encumbrance before transmission. Contractors must submit separate invoices for each order number within 30 days of delivery, reference the contract number and shipment details, and provide yearly purchase summaries as requested. The State reserves the right to cancel the contract with 30 days' written notice or immediately for non-compliance with contract terms. Inquiries should be directed to Phillip Bort, Buyer II, at the Division of Purchases in Augusta, Maine.
