About this file
This bid instructions and specifications document is issued by the State of Maine Division of Purchases for automotive and industrial bearings to supply the Maine Department of Transportation Motor Transport Division and all state agencies. The contract will cover commonly purchased bearing products with estimated yearly quantities listed on a vendor spreadsheet, though the contract will encompass any additional bearing products ordered during the contract period. The contract term is one year from the date of award, with no specified renewal options or extension procedures outlined, though the State Director of the Division of Purchases retains the right to extend the contract beyond the expiration date with mutual contractor consent.
Bidders must submit pricing on a net or discount-from-list-price basis, with current manufacturer price lists and catalogs required at submission; prices must remain firm for the entire one-year contract period with no fuel surcharges permitted, and all costs must include transportation and delivery prepaid F.O.B. destination. The estimated annual contract value is $10,000, though actual purchases may be more or less. All bearings must be first-grade material of domestic origin, equal to or superior to original manufacturer specifications, with delivery required within seven days of order receipt to approximately 100 DOT facilities throughout Maine. The State of Maine requires vendors to accept the Procurement Card as a payment method at the same quoted price with no surcharges, and the award will be made to the lowest qualified bidder based on best value consideration. Vendors must demonstrate full-time field service personnel, supply fresh stock only, allow credits for obsolete stock, and indicate willingness to extend pricing to Maine political subdivisions and school districts.
