About this file
This document is a justification and approval for a sole source acquisition. The Strategic Systems Programs plans to award a sole source contract to the only contractor capable of disposing of and testing Trident I (C4) and Trident II (D5) first, second, and third stage rocket motors. The contractor has extensive expertise in propellant formulation, combustion products, explosive safety and security issues, component disassembly, specialized handling procedures, and transportation of these motors. No other contractor could establish the required expertise, storage facilities, and trained personnel within the necessary timeframe to support the disposal and evaluation operations that must occur annually starting in fiscal year 2020. The sources sought notice and queries to other military services did not identify any alternative sources that could perform the work at Hill Air Force Base, the only location in the United States capable of demilitarizing the large rocket motors.

only contractor able to address issues associated with propellant formulation, combustion products, explosive safety/security issues, component disassembly, handling procedures, and transportation of these motors to Hill AFB. Based on previous SSP C4 and D5 facility and processing activations as well as D5 studies on alternate locations for manufacturing and storage, it would take over ten (10) years and many hundreds of millions of dollars (both MILCON and FBM WPN) to establish alternate propulsion expertise and storage facilities to duplicate current knowledge, specialized expertise and establish alternate facility infrastructure. The contractor would also have to be located in the proximity of Hill AFB, as that is where D5 disposal and static fire evaluations are performed. The time frame to get this expertise and trained/certified personnel in place would not meet fleet requirements as disposal and evaluation operations must occur every year starting FY20 to support motor aging and storage requirements/ capabilities. Based on prior experience with training and certifying contractor personnel it would take 3 years and $5M just to hire an alternate handling crew, provide training and get the crew certified even if a contractor already possessed the propellant expertise and facilities to perform the activities. Therefore, is the only contractor with an established and proven capability that can safely and securely support disposal and testing operations at Hill AFB.
b. The aging of Trident motors has resulted in an increased focus on the need to dispose and test of the items in a timely, yet safe manner. The only location in the United States that can support an executable program is Hill AFB and the only contractor in the Hill AFB area that is capable of disassembling, storing, transporting, and handling, the D5 first, second, and third stage rocket motors is . Any attempt to qualify another contractor to perform this effort would result in an unacceptable delay to the disposal program.
6. DESCRIPTION OF EFFORTS MADE TO SOLICIT OFFERS FROM AS MANY OFFERORS AS
PRACTICABLE
a. A sources sought notice, which is required by the Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI), was posted on 9 March 2020 and closed on 24 March 2020. No companies responded to the sources sought notice.
b. SSP has queried the Navy, AF and Army to look for alternate sources and locations to perform Arms, Ammunition, & Explosives (AA&E) disposal operations on a continual basis. The three services hold periodic meetings to coordinate on motor disposal and locations and vendors to perform these operations for AA&E. The Army, AF and Navy have agreements and contracts in place that jointly support the disposal efforts at Hill AFB. Hill AFB is the only location in the United states that can demilitarize the large 1.1 propellant rocket motors used for Trident I and II rocket motors and no other vendor has been identified who can support this effort.
c. A synopsis, which is required by the Federal Acquisition Regulation, has been published. Any responses to this publication will be evaluated prior to award of the proposed procurement.
7. DETERMINATION OF FAIR AND REASONABLE COST
a. The Contracting Officer has determined the anticipated cost to the Government of the supplies and services covered by this J&A will be fair and reasonable.
8. ACTIONS TO REMOVE BARRIERS TO FUTURE COMPETITION
a. For the reasons set forth in paragraph 5 and from the lack of results obtained from the sources sought notice, SSP has no plans at this time to compete future requirements for the types of supplies/services covered by this J&A. If another potential source emerges, SSP will assess whether competition for future requirements is feasible.
