This notice is for all registered Small Businesses interested in providing for the Repair of the Chilled Water System in Bldg. 2280 on Tinker Air Force Base (TAFB). This requirement will be a 100% construction-only contract.
The competitive acquisition approach will be a total small business set-aside, Request for Proposal (RFP) with a magnitude of construction greater than $10,000,000 in accordance with FAR 36.204(h). The North American Industry Classification System (NAICS) Code is 236220 - Commercial and Institutional Building Construction with a corresponding size standard of $45,000,000 in annual receipts.
As identified in the Sources Sought, TAFB will procure the Repair of the Chilled Water System utilizing Two-Step Sealed Bidding procedures in accordance with FAR 14.5. The process is outlined below:
Note: The Government will first post the site visit information to SAM.gov. Site visit attendance is mandatory to be eligible to submit proposals/bids for this requirement.
Step One: Only site visit attendees will be eligible to submit Step One technical proposals in response to the Request for Proposal after all Requests for Information (RFIs) have been answered and disseminated to all site visit attendees. The Government will consider the correction potential of any technical proposal. If a Mistake in Bid is not considered correctable IAW FAR 14.407-3 or if the amount and/or complexity of the corrections needed to meet the Government requirement requires a major proposal revision, the Bidder will be categorized as unacceptable and may be eliminated from the competition.
Step Two: Only bids based upon technical proposals determined to be acceptable, either initially or as a result of acceptable revision, will be considered for award. In Step Two, award will be made to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation IAW FAR 52.214-10 - Contract Award-Sealed Bidding.
The Step One technical proposals will be evaluated according to two subfactors, and the subsequent Step Two pricing bid will be evaluated according to three metrics. The Evaluation Methodology is outlined below:
Step One Technical Offer Evaluation Subfactor 1 – Capability & Management: This subfactor is met when the offeror sufficiently demonstrates and describes how the offeror will meet the capability and management requirements to complete the construction and administrative requirements with little potential for disruption of schedule, increased price, or degradation of performance.
Step One Technical Offer Evaluation Subfactor 2 – Schedule & Planning: This subfactor is met when the offeror sufficiently demonstrates and describes how the offeror can schedule and plan the construction project that will meet or improve the mandatory completion date with little potential for disruption of schedule, increased price, or degradation of performance. The evaluation will include the offeror’s proposal to meet the following requirement specification IAW all of Section 3.3 of the SOW.
Step Two Pricing Bid Evaluation Metrics: Price bids will be evaluated for (1) reasonableness to reach completeness, (2) balanced pricing, and (3) cost realism. Offerors whose price is determined to be unreasonable will not be considered for award. Additionally, an offeror’s price may be rejected if it contains unbalanced pricing to the extent that it poses an unacceptable risk to the Government.
Important Notice: Offerors are required to complete their registration in the System for Award Management (SAM) database via the website https://www.sam.gov. Offerors are strongly recommended to review their information in SAM to validate that it is current and up to date. Failure to register in SAM makes an offeror ineligible for award of DoD contracts
IAW FAR 4.1102.
