About this file
This is Amendment #2 to Request for Bid (RFB) 20-5535 issued by the University of Wisconsin-Madison Purchasing Services for Commercial Circuit Network Connections. The amendment addresses questions submitted by bidders and clarifies specifications for network circuit services across multiple UW system locations throughout Wisconsin. The bid was issued on July 8, 2019, with a due date of July 19, 2019, and requires sealed bids to remain firm for sixty days from the opening date. The contract will be structured as a three-year master service agreement (MSA) with potential for up to three additional one-year renewal terms. Individual circuit orders may be specified for one-, three-, or five-year terms based on UW's business needs, with award determinations made using the five-year circuit pricing for each location pair. Circuit endpoints include locations such as Madison, Milwaukee, Green Bay, Stevens Point, Manitowoc, Sheboygan, West Bend, Eau Claire, and UW-Baraboo/Sauk County, with detailed location information provided in Attachment G.
The amendment clarifies that UW does not require on-premise equipment unless the provider necessitates such equipment for circuit termination, with any required equipment considered part of the circuit service and subject to specified service level agreements outlined in Attachment B. UW waives physical fiber diversity requirements for connections to Green Bay, Stevens Point, Manitowoc, Sheboygan, West Bend, and Eau Claire. The University provides its own circuits via existing fiber paths it owns or controls and has shared detailed fiber path information in PDF and KMZ formats, though Milwaukee-area fiber map information is restricted due to contractual constraints. Electronic signatures are acceptable on the Bidder Response Form, and bidders must certify compliance with debarment and conflict of interest requirements. Interested parties should direct questions to Todd Pooler at UW Purchasing Services in Madison.

Question
Answer
1
Will UW accept an electronic signature on the Bidder Response Form?
Yes, Electronic Signatures are Acceptable.
2
Will UW consider extending the RFB Due Date to Friday, July 26, 2019?
No, the due date has been extended to July 19, 2019. No additional delays will be made.
3
Can UW provide the service location addresses (and building/suite number if available) for both UW-Baraboo/Sauk County and UW-Eau Claire? Both locations are listed as either A or Z locations on Cost Sheet, but addresses are not listed on Endpoint location document.
We mistakenly neglected to reference Attachment G for circuit endpoint locations. See Attachment G: Circuit Endpoint Locations for building/suite number locations
4
Is the Z location labeled “Janesville-POP” on the Cost Sheet implied to be 903 Todd Drive, Janesville, WI 53546?
We mistakenly neglected to reference Attachment G for circuit endpoint locations. See Attachment G: Circuit Endpoint Locations for building/suite number locations.
5
In section 3.3 it states that UW wants a 3 year term with 3 additional 1 year renewals. However, in Attachment C, UW is asking for pricing for 1 year, 3 year, and 5 years. Is UW considering changing the term to 1 year or 5 years if pricing is desirable or is UW asking for the breakdown of this pricing to determine total contract value if extended beyond 3 years?
As part of the bid process, UW will enter into a 3 year master service agreement (MSA) with potential additional 1 year MSA term renewals. Individual circuit orders (not guaranteed to any winning bidder) may consist of a 1 year circuit order, a 3year circuit order or a 5 year circuit order depending on UW's final business needs. UW will determine winning bidder(s) to enter into an MSA based on the 5 year circuit price for each A location - Z location circuit though we reserve the right to order 1 or 3 year circuit terms if/as our business needs only require that term amount.
6
Is the University looking for on premise equipment or does this make reference to equipment used to terminate the circuit?
UW is unsure of the specific section in the bid you are referring to. However, the UW is not specifically looking for on premise equipment unless provider requires such equipment to terminate a circuit(s) service.
7
If there is premise equipment, what are the expectations / SLA’s ?
We consider any on premise equipment as part of the circuit service. Our expectations/SLA is identified in Attachment B: Specifications #10.
8
What is meant by “unmanaged devices”?
An unmanaged device is any active network element used in the provision of a circuit service to UW where telemetry data cannot be remotely accessed by the vendor's engineering staff or alerts exposed to the vendor's NOC monitoring system(s). An example of this is an unmanaged fiber repeater or media converter.
9
The Circuit End Point Location Sheet is missing some locations that are on the Cos Sheet: 1. UW – Eau Claire 2. UW-Baraboo/Sauk Co
We mistakenly neglected to reference Attachment G for circuit endpoint locations. See Attachment G: Circuit Endpoint Locations for building/suite number locations
10
Can you clarify on the Cost Sheet what “Milwaukee” refers to for a Circuit Endpoint Location. On the Circuit End Point Location sheet UW-Milwaukee and City of Milwaukee are listed. For the Cost Sheet, which Endpoint is it?
We mistakenly neglected to reference Attachment G for circuit endpoint locations. See Attachment G: Circuit Endpoint Locations for building/suite number locations. For circuits with an endpoint listed as Milwaukee or Madison we have identified 2 locations where we will accept circuit(s).
11
Please provide addresses for UW-Baraboo/Sauk Co and UW-Eau Claire
We mistakenly neglected to reference Attachment G for circuit endpoint locations. See Attachment G: Circuit Endpoint Locations for building/suite number locations. For circuits with an endpoint listed as Milwaukee or Madison we have identified 2 locations where we will accept circuit(s).
12
The map that shows your existing fiber does not provide enough detail to insure the circuits we are proposing will have the diversity you require. Please provide more details on the circuit path and provider of your existing circuits
UW provides its own circuits via existing fiber paths it owns or controls. We are currently documenting all of our fiber assets such that we do not have 1 common system or file we can share. See https://uwmadison.box.com/s/u8hxrv4fjrbd83ns3bz971f1a1elr9ml for more detailed fiber path information in PDF and KMZ formats. We offer a statewide map of intercity fiber paths as well as more detailed metropolitan fiber paths for many cities. We are NOT able to provide fiber map information in the City of Milwaukee due to contractual restraints but can share that we use metro fiber along Locust St from I-43 to N. Maryland Ave and E. Hartford near the UW-Milwaukee campus as well as fiber along N. Maryland Ave, N. Prospect, E. State St, N. Broadway and E. Wells St. We hereby waive fiber physical diversity requirements for connections to: Green Bay, Stevens Point, Manitowoc, Sheboygan, West Bend and Eau Claire.
13
On the pricing form it shows "Milwaukee" as the location and on the location form it shows UW-Milwaukee and City of Milwaukee. Which one of these locations should we be pricing to? We are assuming UW-Milwaukee but if you could please clarify it that would be appreciated.
For circuits with an endpoint listed as Milwaukee or Madison we have identified 2 locations where we will accept circuit(s). If you are bidding on circuits with an endpoint in Madison or Milwaukee we simply are asking you to identify which location in the city where you will terminate circuit(s).
