About this file

This is Amendment #1 to Request for Bid (RFB) #20-5148 issued by the University of Wisconsin-Madison Purchasing Services for the procurement of residence hall foam mattresses. The amendment was issued on December 27, 2019, with a bid due date of January 7, 2020, and serves to address questions received from bidders during the solicitation process. Based on historical purchasing data provided in the questions and answers section, the University's average annual mattress order volume ranges from 831 units (2015-2017 average) to 1,360 units (2018-2020 average), with typical minimum annual orders of approximately 500 units. The University clarified that UW staff will handle both the unloading of new mattresses upon delivery and the loading of removed mattresses for pickup, with pickup and delivery potentially occurring on different dates. Bid prices and terms are firm for sixty days from the date of bid opening unless otherwise specified in the original RFB document.

The University confirmed that mattresses may utilize either a fire sock on the core or a laminated fire barrier, provided both options meet identical flammability and fire requirements. The procurement maintains a focus on foam construction mattresses, as the University declined alternative proposals for 100% recyclable foam-free mattresses at this time. Regarding the disposition of used mattresses, the University indicated it would need to evaluate specific destination details before agreeing to donate removed mattresses to charitable reuse networks. A recycling fee is included in the bid specifications. All bidders must certify the absence of collusion, conflicts of interest, debarment status, and provide standard company information including FEIN and DUNS numbers as part of their bid submission.

UW RFB #20-5148 Questions and Answers

Q1.Can you share your average order volume over the last 3 years?
A1:The Average for years 2018 – 2020 was 1360 mattresses; the average for years 2015 – 2017 was 831. We share this because the previous three years purchases are for our most populated Halls.
Q2.Can the mattress have a fire sock on the core versus the laminated fire barrier provided both pass all fire and flammability requirements?
A2:Yes, provided it passes the same flammability requirements.
Q3.What is the normal minimum order?
A3:Typically an order for a year doesn’t fall below 500; our smallest building requires 515 mattresses.
Q4.If the University is doing the install/removal, do they load the old ones on the truck to be sent to recycling or are the trucking people responsible for loading?
A4:UW staff unloads the new mattresses when delivered. UW staff also load any mattresses being removed. Pickup and Delivery may not always be the same date.
Q5.The documents include a recycling fee. Are the mattresses to be installed and the old ones brought out by the University or by the vendor supplying the mattresses?
A5:See A4, UW Staff unload and load mattresses.
Q6.Would the University be interested in a 100% recyclable mattress that is filled with a multi-layered fiber/polymer construction that is foam free but still dual sided?
A6:At this time we would like to maintain foam construction.
Q7.Would the University be interested in donating the mattresses after use to the IRN (The Reuse Network)? They donate the mattresses to International and domestic charities, charter, public, tribal and other independent schools and Habitat ReStores/Goodwill stores.
A7:We would need to know exactly where they are going before we could agree to donating the mattresses.
