About this file

File Summary

This is Amendment #1 to Request for Proposal (RFP) No. 20-5046 issued by the University of Wisconsin-Madison's Purchasing Services for a Laboratory Information System (LIS) to serve UW Veterinary Care (UWVC). The amendment was issued on April 24, 2020, with a revised proposal due date of May 12, 2020, at 2:00 PM CDT. The amendment addresses questions submitted by bidders and provides two critical attachments: Attachment H (Equipment List) detailing 15 clinical laboratory analyzers currently interfaced or planned for future interface, and Attachment I (Combined Test List) containing comprehensive testing codes and specimen requirements across anatomic pathology, chemistry, immunochemistry, point-of-care testing, coagulation, cytology, hematology, immunology, microbiology, parasitology, and urinalysis. The RFP specifies that proposal prices and terms shall remain firm for sixty (60) days from the proposal date to opening. The expected implementation and go-live date is 12-18 months from contract signing. UWVC requires a system supporting 25 concurrent clinical laboratory users across 50 computers, 10 concurrent anatomic pathology users, and 10-20 concurrent web portal users for external providers. The system must integrate with the existing HIS (Stringsoft) for billing and include an Anatomic Pathology module, with billing information preferably sent to the HIS rather than processed through the LIS itself.

The RFP indicates UWVC has approximately 36,000 patient visits annually and anticipates ~1,000 accessions per month through the web portal, with approximately 16,000 billing requisitions monthly. The facility requires batch entry capabilities for herd health and research submissions and expects to migrate 6-7 years of historical patient data if the process is not burdensome. UWVC has no preference between hosted or on-premise solutions and requests that vendors provide both options for evaluation. Questions and answers provided in the amendment clarify that no direct interface to veterinary practice management systems is currently required, and the system should export billing data to Stringsoft via HL7. Additional clarification confirms UWVC and the Wisconsin Veterinary Diagnostic Laboratory (WVDL) are separate entities, and Stringsoft can send orders and receive results and billing information via HL7. The amendment requires signed acknowledgment from bidders confirming they have read and understand all terms, conditions, and specifications, with failure to return the signed amendment potentially resulting in bid disqualification.

Q2 How many concurrent licenses are required for just the clinical lab testing? How many computers will require the Clinical LIS software? (This is required for MS SQL licensing) A2: 25 concurrent users, 50 computers.

Q3 Is the LIS required to have an AP module or can the AP system be submitted as a separate platform with integration to the LIS?

A3: The LIS should have an Anatomic Path module.

Q4 How many licenses for the AP LIS?

A4: 10 Concurrent.

Q5 Is there instrumentation in the AP lab requiring integration with the LIS?

A5: No.

Q6 Is the LIS required to have a billing module or can the billing system be submitted as a separate system? The LIS will export charges to the billing software.

A6: Billing should integrate with HIS, Stringsoft.

Q7 Is all testing performed in one lab location?

A7: Yes.

Q8 How many providers will access the web portal for orders and access to results?

A8: 10-20 concurrent users.

Q9 How many accessions do you anticipate per month to be created and/or results reviewed in the web portal?

A9: ~1,000.

Q10 Are there clients that require a direct interface to their PMS? Is middleware to connect to the PMS systems in place or is direct connection to the PMS required? If direct, please provide number of facilities and software systems to integrate.

A10: No.

Q11 Referencing Question 4.14.8, how would the state or federal agency contacts expect to receive the reports? Fax? Email? Direct interface?

A11: Fax, Email, or portal.

Q12 Please define owner, client and RDVM

Q12a.Is the Owner a required account level setting?
Q12b.Do you need to see multiple animals under one owner?
A12:Since we are a veterinary hospital, our patients (animals of all species) have owners (humans). Clients can be owners, other veterinary clinics that send in samples for testing, and PI’s that submit samples for research. RDVM stands for Referring Veterinarian. This is a veterinarian that refers a case to our hospital. We normally send results to the referring veterinarian.
A12a:Owner would be equal to the account holder.
A12b:Yes, multiple animals would exist under one owner.

Q13 Would you please verify that Stringsoft can send order and receive result and billing information via HL7?

A13: Yes.

Q14 For billing purposes, what is the expected encounter/requisition volume per month that will be billed through the LIS billing software?

A14: ~16,000 – we don’t want to bill through LIS, however. We’d prefer to interface billing to our HIS.

Q15 Are there any billing submissions to veterinary insurances?

A15: No.

Q16 Does UWVC have a preference for a hosted solution versus an on-premise solution?

A16: No preference. If both solutions are available, we would like to evaluate both solutions.

Q17 What is the expected date for LIS implementation and go-live?

A17: 12-18 months from the contract signing date.

Q18 In regard to section 4.6.1; does UWVC require migration of historical patient data? If yes, please provide the estimated number of patient records and number of years of data that will need to be migrated?

A18: Yes, if patient data can be easily migrated, we would like to explore that option. If it is too cumbersome, we may elect to not migrate specific data.

Part 2 Answer: We have approximately 36,000 patient visits per year. We would consider migrating 6-7 years’ worth of data.

Q19 Please provide an example of a “batch” order spreadsheet identifying the data fields that will be required to be entered upon order entry.

A19:

Batch Entry Batch entry of multiple animals for a single accession submission is necessary for herd health submissions and research submissions. For example, a research submission for 14 different animals will be submitted at the same time, with the same or different specimens or tests. The submission would be made from an Excel spread sheet or alternatively, the client could request and enter the information though a portal. The goal is to have the submitter enter all of the patient identifiers, specimens, and tests to save time and prevent transcription errors. In this example, we were given a spreadsheet of multiple animals all for the same specimen type with 2 tests requested for all specimens. The Excel list of patient identifiers was uploaded into the system to populate the patient information. All the information is associated with the single accession and all results by patient identifier will be on the report.

Excel submission:

Record in system after upload:

Q20 Please provide a test compendium.

A20: See Attachment H.

Q21 What system do you currently use for your RDVM accounts portal? Will this portal solution need to be interfaced to, or will it be replaced by the new LIS? If an interface is desired, please provide interface specifications.

A21: Answer: N/A – we don’t have one currently.

Q22 In regard to section 4.17; is the LIS intended to provide a billing solution or to send billing information to StringSoft? If the LIS is expected to provide a billing solution, is it acceptable to bring in a third-party solution for billing?

A22: We would like billing information sent to StringSoft.

Q23 Please provide a list of instruments UWVC would like to interface (e.g., clinical, stainers, labelers, etc.)

A23: See Attachment I.

Q24 Please estimate the number of concurrent portal users UWVC expects to use the system.

A24: 10-20.

Q25 In regard to section 4.19.2; what is UWVC’s campus online payment system? Please provide online payment system interface specifications A25: Cashnet. http://transact.blackboard.com/payments-powered-by-cashnet

Q26 Please clarify what the relationship is between the UWVC group currently seeking a LIS (Proposal No. 20-5046) and the WVDL group which sought a LIMS in 2018 (Proposal 19-5945).

A26: UWVC and WVDL are totally separate entities. The previous solicitation is in no way related to this solicitation.
