About this file

This is a Questions and Answers document issued by the Detroit Public Schools Community District (DPSCD) Office of Procurement & Logistics in response to RFQ 20-0160 for lighting equipment for the DPSCD Horticultural Program. The specification calls for GH340 or equivalent grow lights, with the primary model being the GHPro 340. Vendors are required to submit quotes for both Bluetooth-enabled and non-Bluetooth versions of the lights, as these models have different capabilities and pricing. The specification requires vendors to provide detailed pricing for custom cord configurations, including plug type options (240v or 240v twist-lock), multiple standard cord lengths for both plug cords and interconnect cords between light units, and quotes with and without light control systems. Shipping consists of five pallets to be delivered within five working days to a location within Detroit that will be designated later due to COVID-19 considerations. All vendors must provide shipping and delivery services using a lift gate-equipped truck with delivery costs included in their quotes.

Regarding commercial terms, DPSCD will issue a purchase order to the selected vendor upon award, with payment issued within 45 days of product receipt. Vendors should note that the non-Bluetooth GH340PRO model is not currently DLC certified and may not qualify for rebates, while the wireless GHPro 340 WL version requires customer-provided WiFi infrastructure and a Cat5 cable connection to an internet gateway. Award of the contract constitutes the first step in the vendor approval process, after which the successful bidder will be required to complete additional DPSCD vendor documentation. The district emphasizes the importance of early communication regarding any vendor approval processes to ensure compliance with project delivery deadlines.

RFQ 20-0160 Lighting for DPSCD Horticultural Program

1. We have both Bluetooth and non-Bluetooth lights. Bluetooth lights have the capability to communicate to the cloud and dim locally with Photosensor control for kind of a daylight balancing effect. Is this necessary for your project? The Spec just says GH340 or equivalent and nothing more.

That model number is considered non-Bluetooth. There is a price differential between the two. The key point is the GHPro 340 as spec'd does not have Wireless Bluetooth capability and cannot be dimmed. The Wireless version with Bluetooth version is the GHPro 340 WL is wireless. And the

Photosensor control is an additional cost and not quite finished. The GH340PRO WL version does require Wifi to be provided by customer in the greenhouse and a Cat5 cable to a internet gateway supplied by customer in the greenhouse to be connected to our Bluetooth gateway. Please be advised that the Non-Bluetooth model (GH340PRO) is not DLC certified and might not qualify for rebates. Its newer, although simpler, and is in process, but DLC takes forever.

Please supply pricing for both models along with details that differentiate the models for consideration.

2. Shipping is 5 pallets and 5 working days and requires either a fork lift on your end or a lift gate that costs more. Do you have the ability to unload a truck without a lift gate?

The vendor should provide all shipping and delivery services, including a lift gate equipped truck, and include the cost of delivery fees in the proposed quote.

3. All the cords for the GH340 are custom, so please provide the following information.

This can be done once the lights are ordered, but I think it’s important that we not wait till the last minute or it could delay your shipment.

a. Plug type, 240v or 240v twist-lock: Please provide a quote for both.

b. Plug cord length (Length of cord from 1 light of each chain to outlets) Please provide quotation information for several standard cord lengths.

c. Interconnect cord length (length of cords that run from light to light) Please provide a quote for several standard cord lengths.

4. Will you need any controls with this or just lights W/cords?

Please quote the lights for both with and without light controls.

5. What is the payment process if we win the bid?

DPSCD will issue the vendor a purchase order for the products quoted. Payment are issued to the vendor within 45 days of receipt of the products.

6. What is the shipping location of these lights?

Depending on staff availability and due to the COVID-19 issue, the shipping location is TBD, but will be one location within the city of Detroit.

7. Is there a vendor or procurement application or approval process if we win the bid? I know you have a tight deadline on deliverables as well as the lights needing to arrive by a certain date. If there is a process, I do like to get started on this early to make sure it does not hold us up later on one of the deadlines.

A response to this solicitation is the first step in becoming a vendor for DPSCD. The awarded vendor will be provided a document to complete.
