2.4. Incurring Costs:

The State of Wisconsin is not liable for any cost incurred by proposers in replying to this RFP.

4.1. Mandatory Requirements (0 Points):

Proposer must indicate that they are able to produce an electromechanical cable that is 1) capable of meeting the below mandatory requirements, and 2) capable of operating as described in the “Description of Operation” section. No points will be awarded to this response as a proposer unable to meet these requirements will not be considered further.

4.1.1 Mechanical Requirements:

4.1.1.1 Length: 3200 m (+5%, -0%)

4.1.1.2 Hydrostatic Operating Pressures up to 4330 psi (3000m depth of 0C water)

4.1.1.3 Minimum Breaking Strength: 25,000 lb.

4.1.1.4 Working load on the cable will be 10,000 lb.

Nominal working load on the cable will be 3,000 lb. In the rare case that the drill head gets partially frozen into the hole, up to 10,000 lb. may be applied to the cable to free the drill head. The cable must retain its 25,000 lb. breaking strength and other mechanical properties. If loading to 10,000 lb. will compromise the cable’s electrical properties, please note to what extent.

4.1.1.5 Dynamic Bend Radius: 18 inch

A. Cable must be able to withstand 18-inch dynamic bending radius under 10,000 lb. tensile load.

4.1.1.6 Overall Diameter: 0.970” nominal

4.1.1.7 Working Temperature: -50C to 50C

A. Cable must withstand a thermal shock of -50C to 0C as it enters the water-filled hole.

4.1.1.8 Storage Temperature: As low as -82C

4.1.1.9 Relative Humidity: near 0%

4.1.1.10 Both ends of the cable must meet the specification detailed in Drawing 001. See 6) in Technical Responses Section.

4.1.1.11 Labeling: Serial number and length markings are required every ½ meter.

4.3. Lead Time (20 Points):

Provide your expected lead time to produce Qty. 2 cables ARO. Delivery is desired by the end of September 2020. State on Attachment B: Cost Proposal Form when delivery can be made.
