About this file
This is Amendment #1 to a Request for Bid (RFB) issued by the University of Wisconsin-Madison Purchasing Services for the purchase of an Optical Coherence Tomography (OCT) System. The amendment was issued to address questions submitted by bidders and clarify specifications outlined in the original bid document. The OCT system is intended for preclinical research on ex vivo tissue samples and must feature a vertical optical axis with a stage for focusing and tissue navigation similar to an upright microscope geometry, distinguishing it from typical ocular imaging systems. Key specifications include axial resolution measured in water, sensitivity at 100 dB, and other technical requirements detailed in the original bid. Bid prices and terms are firm for sixty days from the bid opening date. The specific response date, bid opening date, and award determination timeline are referenced as being in the original RFB document on file at UW-Madison Purchasing Services.
The amendment addresses four primary bidder questions, clarifying technical specifications regarding optical axis orientation, axial resolution measurement in water using refractive index calculations, OCT sensitivity standards measured in decibels, and intended use on non-human subjects or human tissue samples in vitro. No standalone add-on devices for existing microscopes currently exist on the market for this application. Wisconsin does not recognize LGBTQ+ status as a diversity preference for procurement purposes. All bidders must certify compliance with non-collusion requirements, conflict of interest standards, federal debarment status, and accuracy of submitted information. Interested vendors should direct inquiries to Jeff Whitman at the UW-Madison Purchasing Services office located at 21 N Park St, Suite 6101, Madison, WI 53715-1218, or contact via email at jeff.whitman@wisc.edu or phone at 608/262-6120.

| Q1. | For the first spec would you be able to provide an example of what this spec means? Maybe a picture. |
| A1. | Many OCT systems are designed for ocular imaging (i.e. chin/forhead rest) and have a horizontal optical axis. This device will be used in preclinical research on ex vivo tissue samples, and so we need a vertical optical axis and stage for focusing and tissue navigation similar to an upright microscope geometry. |
| Q2. | What does in mean exactly when specs 3 and 4 say “in water”? Any example or insight will be very helpful. |
| A2. | OCT measures optical path length rather than physical depth. The axial (depth resolution) in OCT is determined by the spectrometer/source bandwidth and is in terms of phase, so to convert to a physical distance resolution, the equivalent resolution in air would be divided by the refractive index of the medium. For hydrated tissue samples, assuming the refractive index is on average close to water is fine. |
| Q3. | Again more clarification on what is meant by sensitivity at 100 dB? |
| A3. | Sensitivity measured in dB is the standard metric for OCT. See for example a discussion on OCT sensitivity here: https://wasatchphotonics.com/oct-tutorial/ |
This gives an indication of the range of signal levels that and hence image depth in scattering tissue that is independent of the tissue being imaged.
Any examples or pictures of the type of product they are looking for would help? Does this attach to a microscope? Is this a diagnostic piece of equipment they are looking for?
An add-on device that uses an existing microscope would be an intriguing option, though we are not aware of any such devices on the market.
| Q4. | Can you let me know if this is going to be used on humans? Additionally, does Wisconsin recognize LGBTE status as a diversity? | |
| A4. | Initially it is intended for use on non-human subjects or human tissue in vitro. |
Wisconsin does not recognized LGBTE as a diversity preference at this time.
