About this file

This is a Scope of Work for a construction project to repair a washout on Rifle Range Road (Project #20-0061). The project involves comprehensive demolition and reconstruction work at a location on a military base.

The demolition phase requires removal of existing turn lanes, asphalt, stone base, rip rap, fabric, guardrail, posts, concrete curb and gutter, and all vegetation from side slopes. All debris must be disposed of off-site. Backfill specifications call for select fill in 6-inch lifts to 4 inches below finish grade, with 4 inches of topsoil for final grading, followed by centipede sod installation on all disturbed areas. The contractor must implement sediment and erosion control measures to prevent discharge to the drainage swale and avoid damage to remaining travel lanes, guardrail, and side slopes.

New work includes installation of curb and gutter, Class B rip rap over nonwoven geotextile fabric (not exceeding 2:1 slope), new guardrail, regraded and refreshed swale with rip rap, new asphalt pavement, a double swing gate, and hot-applied thermoplastic pavement markings meeting NCDOT specifications and MUTCD standards (requiring surface and ambient temperatures of at least 50 degrees Fahrenheit and rising). Environmental requirements mandate no sediment entry into streams or wetlands, minimized ground disturbance in sensitive areas, and retention of all soils on-site due to assumed PFAS contamination. The contractor is responsible for locating all underground utilities (including telecommunications and commercial cabling), providing 30-day notice to base telephone of conflicts, and coordinating with the contracting officer throughout construction while maintaining jobsite cleanliness and compliance with all EHS policies.
